FHI 360 is seeking an experienced Gender and Social Inclusion Specialist to lead and manage the Backbone Support and Learning Contract. As a coordination, collaboration and learning platform, the Backbone Support and Learning program will contribute to all aspects of the RISE II results framework. In addition, it will make a central contribution to the RISE II transformative outcome of “Enhanced capacity to learn and adapt among beneficiaries, local partners and partner governments.” This position is contingent upon contract award. The expected period of performance is an estimated 5 years (duration of the program). This position will be based in West Africa (Niger or Burkina Faso).

The Gender and Social Inclusion Specialist will ensure that project activities effectively integrate gender and social inclusion considerations across all aspects of project activities. S/he will support project management with recommendations for improving processes to achieve objectives, will contribute to the overall adaptive programming approach, and will play a key role in project work planning, learning and reporting.

Areas of Responsibility: 
  • Responsible for integrating gender into project design and implementation, addressing gender disparities and delivering a high-quality, results-oriented program focused.
  • Under the direction of the DCOP /COP, provide overall technical leadership to achieve results, ensuring that gender is integrated and aligned with overall project activities and oriented towards project targets and outcomes.
  • Collaborate with Monitoring & Evaluation Specialist to ensure monitoring systems appropriately capture gender outcomes, monitor potential unintended consequences, and assist program staff and partners to take corrective action, as needed.
  • Coordinate design and facilitation of gender training for project staff, partners, and other key stakeholders, and ensure partners understand how gender is integrated into the project’s overall approach and implementation.
  • Conduct gender analysis and assessment related to the program activities.
  • Ensure results of gender analysis are incorporated into implementation plans.
  • Facilitate quarterly learning and work planning sessions with staff to assess results and adapt approaches to be responsive and reflective of learning.
  • Provide technical assistance, support, and information to national and local government officials.
  • Provide technical assistance, support, and oversight to local partner NGOs and CSOs when needed.
  • Represent the project and FHI360 to donors, local and national government entities, the media, local NGOs, and the local business community as requested by the COP.
Educational Background: 
Bachelors level degree preferred in gender studies, international development, political science, or a relevant social science discipline.
Skills/Experience: 
  • At least 5 years of experience working to integrate gender into development programs and leading gender analysis and assessment, including a minimum of four years of demonstrated managerial and/or team leadership experience supervising technical staff.
  • Successful candidates will have strong management skills as well as salient technical experience integrating gender into development programs, preferably in West/Central Africa. Leadership training is strongly preferred.
  • Demonstrated experience working on projects promoting gender integration and women’s empowerment.
  • Demonstrated experience leading gender analysis and assessment.
  • Experience providing leadership trainings, and local organization capacity building.
  • Knowledge of USAID and specific understanding of USAID Forward as well as goals under the Niger/ Burkina Country Development Cooperation Strategy is desirable.
  • Fluency in French is required; English desired.
  • Past work experience in West Africa (preferably Niger and Burkina Faso).
