This exciting role will spearhead PSI’s vector control efforts with the introduction of next generation long lasting insecticidal nets (LLINs) as well as providing a broad range of malaria technical assistance to PSI malaria programs globally. Approximately 50% of the role will be to serve as the point person for the new Unitaid funded Catalytic LLIN Initiative. The project, a consortium led by the Innovative Vector Control Consortium (IVCC), aims to establish a sustainable market for a broader set of LLIN tools, which perform in areas of pyrethroid resistance. Gains in malaria control achieved over the past decade are threatened by the emergence and spread of pyrethroid resistance, which poses significant risk to the future efficacy and impact of vector control tools. Access to new resistance-breaking LLINs is restricted by insufficient evidence to support policy recommendations, high prices, lack of evidence of cost effectiveness compared to pyrethroid-only LLINs, and consequent poor demand in an uncertain market. As part of this project, PSI is responsible for the provision of technical and planning support to countries in partnership with the Alliance for Malaria Prevention (AMP) and RBMs Country Regional Support Partner Committee (CRSPC) to enable NMCPs and LLIN procurers to integrate Dual AI LLINs into their strategies informed by resistance and epidemiological data.
To facilitate this process, PSI is hiring a Senior Technical Advisor to provide technical support via in-country and remote assistance to the project pilot countries to collect operational best practices for delivery of Next-Gen LLINs. They will coordinate and lead development of best practices for implementation related to provision of technical and operational guidance specifically for the introduction of Next Gen LLIN distribution.
- Manage provision of all technical support from regional Technical Advisors to AMP in terms of day-to-day communication and support, linkages with external partners with capacity to assist with resolving specific issues and management of relationships in the country.
- Liaise regularly with the Global Fund, the President’s Malaria Initiative and the Country/Regional Support Partner Committee (CRSPC) to maintain high awareness of country challenges and issues arising from delivery of Next-Gen LLINs
- Draft, revise and finalize best practices related to implementation guidelines, development of communication plans, development of logistics plans and supporting documents, coordination structure outlines, training guidelines, data collection materials, work plan development and
- Convene and lead Workgroup to compile updated recommendations at the country for Next Gen LLIN distribution in, microplanning, logistics, communication, training, data collection and verification, reporting, budgeting
- Project start-up activities including; PMP development, yearly work plan development, PSI onboarding of field TAs.
- Attend scoping visits to countries to determine operational needs and anticipate bottlenecks that may occur
- Provide technical support (in-country or distance) to Ministries of Health and partners for the planning and implementation of Next Gen LLIN distribution activities (campaign and continuous)
- Attend project and stakeholder planning and coordination meetings as it relates to Next-Gen LLINs monitoring, as well as the monitoring and evaluation frameworks
- Develop the curriculum, facilitation guide, and transition plan back to AMP through the CRSPC supported training to AMP TA providers and country MOH staff. (AMP Training)
- Update of AMP toolkit and other supporting operational documents to help institutionalize project learnings.
- Provide ad hoc technical assistance to other PSI malaria programs.

The basics:
- Experience- At least 8 years of demonstrated successful experience in malaria programs, vector control and/or supporting LLIN distribution at the country level. Has relevant working experience supporting a country’s LLIN campaign(s). Has good working relationships with Alliance for Malaria Prevention, Global Fund, Presidents Malaria Initiative, and UNITIAD.
- Savviness- You know key stakeholders in both the public and private sector within the vector control community. You have a strong understanding of the regulatory policies and procedures required by WHO to be listed as a product within the new qualification process. You can quickly identify bottlenecks and work within a team to determine appropriate solutions by using global best practices and innovative approaches.
- Collaboration- You are a team player. You work well with others, but you know how to take initiative to get things done. Even when people don’t report to you, you know how to motivate them to adopt new initiatives or change their approaches. Ideally, you’ve worked in settings requiring lots of collaboration before, perhaps on other multi-national/regional activities that require coordinate with multiple partners and institutions.
- Communication-You write with clarity and feel comfortable speaking up when you have something important to say. You’re not afraid of public speaking and have developed good skills in this arena. You have excellent interpersonal skills, with great experience communicating across cultures. Ability to work in both English and French speaking countries is essential.
