The Policy Analyst completes and helps lead projects that advance UWBA’s community impact agenda, including but not limited to policy research, mobilization, and advocacy; drawing on and supporting United Way programs; working collaboratively with United Way’s partners; and other initiatives that are aligned with United Way’s goal of moving people out of poverty. This position is responsible for working with the Community Impact Team and other United Way staff, volunteers and partners to achieve significant, measurable results. 

This position is based in San Francisco and works on projects and assignments in all eight counties served by UWBA.  

Areas of Responsibility: 
  • Build and maintain coalitions and partnerships necessary for the success of organizational strategies.
  • Participate in department and organization-wide relationship management efforts, including expert use of customer relations management (CRM) tools and close coordination with colleagues across departments as appropriate. 
  • Represent UWBA with United Ways of California (UWCA) and United Way Worldwide serving as a regional advocacy coordinator (RAC) for activities in partnership with UWCA.
  • Establish and maintain relationships with government officials and their staff members. 
  • Handle logistics involved in scheduling, planning, and following up on meetings events. Where appropriate visit local and capitol offices of public officials, public events, etc. to carry out UWBA policy activities. 
  • Monitor and track relevant issues, including specific legislation and other initiatives based on assignments. 
  • Coordinate or support UWBA’s ‘rapid response’ process on possible policy activities and provide information, analysis, and recommendations to the policy and leadership teams, public policy committee, and board of directors. 
  • Proactively develop action plans and implement policy strategies on approved agenda. 
  • Produce written material for internal and external use, including reports, updates, issue briefs, position letters, etc. 
  • Enhance communication and coordination efforts of staff, volunteers, partner agencies, and other stakeholders to ensure effective advancement of United Way goals and objectives. 
  • Coordinate specific tasks or projects that advance the goals of United Way programs.
  • Share policy-related information relevant to program goals and identify opportunities to engage programs, partners, and clients in advocacy. 
  • Coordinate special projects related to public policy activities (e.g. webinars, days of action, policy updates, trainings). 
  • Will work with UWBA’s Development and Marketing teams to  identify appropriate activities and venues for donor and partner engagement and coordinate action alerts, legislative updates, blog posts, etc. 
Educational Background: 
Bachelor's degree (master’s degree a plus) in a relevant field.
Skills/Experience: 
  • 2-5 years of related professional experience as a policy researcher or educator, advocate, and/or coalition builder. 
  • Expertise on the causes of and solutions to poverty, and related policies. Knowledge of leading initiatives, institutions, research and resources on poverty. 
  • Outstanding writing and oral communication skills. 
  • Excellent project management and organizational skills. 
  • Ability to work effectively with non-profit, government, community, and labor professionals and leaders as well as corporate executives. 
  • Detail oriented and excellent proofreading skills. 
  • Computer proficiency in Microsoft Office; database and CRM software.
  • Access to a car, California Driver's License and a satisfactory driving record are conditions of initial and continued employment. 
Compensation/Benefits: 

Salary: $46,000.00 - 55,000.00 Salary Exempt
