Advisor, Adolescent Sexual Reproductive Health in Humanitarian Settings

The Inter-Agency Working Group (IAWG) on Reproductive Health in Crises is a broad-based, highly collaborative coalition of 18 steering committee member agencies – representing the United Nations, government, non-governmental, research, and donor organizations. Formed in 1995, and currently a network of over 1,800 individual members from 450 agencies, IAWG remains committed to advancing the sexual and reproductive health (SRH) of people affected by conflict and natural disaster.

The IAWG operates through a number of technical and thematic sub-working groups (SWGs) that have their own terms of reference. One such group is the adolescent sexual and reproductive health (ASRH) working group, which aims to institutionalize quality adolescent SRH interventions/programs in humanitarian settings, as well as encourage youth participation in IAWG’s work. ASRH was one of the gaps identified by the IAWG global evaluation of SRH in humanitarian settings from 2012-2014 and is one of the areas strengthened in the revised Interagency Field Manual (IAFM) for sexual and reproductive health in humanitarian settings. 

In order to accomplish its ASRH priorities, Save the Children is hiring a roving ASRH specialist based in Washington DC to advance and institutionalize ASRH programming in humanitarian settings through training, technical assistance and M&E, in collaboration with IAWG implementing partners and adolescents themselves.

Areas of Responsibility: 

Capacity Building and Technical Assistance in ASRH (70%)

  • Lead content development for two e-learning modules to build capacity of key actors such as health workers and program managers to operationalize effective ASRH services and programs as well as engage adolescents directly in ASRH program design, implementation, and monitoring and evaluation (M&E). The modules will complement the ASRH Toolkit for Humanitarian Settings and will be available in English, French, and Arabic.
  • Lead the revision of the curricula of the ASRH Toolkit for Humanitarian Settings and conduct three regional training of trainers (ToTs) for international and local humanitarian organizations providing ASRH services, and for adolescent representatives. The targeted regions will include West/Central Africa (WCA), Eastern Africa (EA), and Middle East and North Africa (MENA). Each training will target approximately 30 participants for an estimated total of 90 trainers trained.
  • Facilitate the development of agency-specific action plans detailing priority interventions to advance ASRH in humanitarian settings and tailored to each setting. Action plans will include activities ranging from implementing local trainings, engaging adolescents in program design/implementation, to instituting M&E plans to track outputs and outcomes. These action plans have the potential to reach a large number of adolescents in the targeted regions.
  • Technically advise agencies to develop their M&E mechanisms for measuring progress on action plans and key indicators.
  • Conduct follow-up and supervisory visits to organizations that have undergone the ASRH training to provide technical assistance and facilitate implementation, monitoring, and evaluation of action plans to strengthen ASRH in humanitarian settings.
  • Deploy to large-scale humanitarian emergencies to provide training and technical assistance on ASRH programming, including engaging adolescents as first responders.
  • Develop and maintain a trainee database to monitor trainees, their deployments and further training needs.
  • Provide mentorship/coaching and technical assistance to the organizations that would like to expand their ASRH portfolio.

 Global Leadership and Documentation (30%)

  • Advocate for emergency ASRH programming and strong inter-sectoral and multi-sectoral linkages with relevant humanitarian coordinating bodies at local and global levels, such as Health, Protection, Education, and WASH Clusters.
  • Develop broader M&E plans to monitor and document ASRH institutionalization in humanitarian response among humanitarian implementing agencies, and track progress over a 3-year period.
  • Develop communication materials (newsletter, etc.) to share with trainees on a systematic basis, as well as with the wider IAWG community through the IAWG listserv and/or annual meetings.
  • Engage with development program community (CORE group, etc) and create continuous link to share tools and materials developed.
  • Document learning from ToTs, follow-up and M&E of capacity building
  • Design all initiatives with a sustainability lens and specific actions that promote the sustainability of ASRH training and other capacity building investments.
  • Collaborate with ASRH initiatives and colleagues from the development sector at Save the Children and other IAWG agencies to foster bi-directional sharing of learning and best practices and ensure that products (e-learning courses, trainings) reinforce evidence-based practices
Educational Background: 
Bachelor’s degree in relevant subject;
Skills/Experience: 
  • You have a minimum 7-10 years' experience in area of expertise with technical design, implementation, and monitoring of adolescent sexual and reproductive health programing in humanitarian settings
  • Available to travel up to 40% mostly internationally, some on short notice to emergency contexts.

Preferred Qualifications

  • MPH strongly preferred;
  • Previous experience organizing and facilitating training of trainers and adult learning;
  • Previous experience and participation in IAWG meetings and sub-working groups is a plus;
  • Experience developing M&E plans for humanitarian health programming and familiarity with relevant indicators as well as manuals including ASRH Toolkit in Humanitarian Settings, the Sphere Project
  • Familiarity with current evidence and best practices for ASRH from the development contexts, including WHO recommendations on adolescent-responsive health systems, the WHO Accelerated Action for the Health of Adolescents Framework, and recent Lancet Commission recommendations
  • Familiarity with global initiatives and working groups on ASRH in both development and humanitarian contexts
  • Excellent computer skills in Microsoft Office suite and ability to organize online global meetings;
  • Knowledge on developing storyboards and additional computer design skills is a plus or previous experience developing e-learning modules with external vendors ;
  • Excellent oral and written communication skills;
  • Fluency in French or Arabic is a plus;
  • Knowledge of the ASRH Toolkit in Humanitarian Settings Manual and the trainer’s guide manual.
