PSI seeks a Director to lead the Cost and Pricing unit. The director will also work with cross functional teams do develop and implement new/revised procedures to improve the cost and pricing work associated with bids and funder budgets. The Director should be an expert on budgeting for the USAID and other USG agencies as well as be knowledgeable of other funders budget requirements such as DFID, KFW, Global Fund, Dutch and Gates Foundation and have experience working in the international development sector.
- Supervise PSI’s Cost and Pricing Department and develop a series of protocols to oversee full cost recovery and fee analysis as well as key compliance aspects of PSI’s cost and pricing and awards and sub-awards compliance points;
- Establish and maintain workflow to facilitate timely budget preparation and review;
- Supervise cost and pricing support to Grants and Contracts, Finance, Program, field-based staff and other staff, especially around funder regulations and pricing models;
- Serve as a subject matter expert on budget compliance with U.S. Government rules and regulations (including those of USAID and CDC), the Global Fund, DFID, other funders and PSI’s policies and procedures;
- Lead in the development and implementation of new/revised policies regarding awards budgeting, that include identifying, developing and implementing methods for improving award budgeting efficiency and coordinating/executing donor budgets with the New Business Development team, Regional Support teams, Heath teams and country operations;
- Perform research on U.S. Government and other funders’ regulations to clarify scope and required budget compliance for both grants and contracts;
- Represent PSI at various Cost and Pricing forums to stay abreast with global cost and pricing policies;
- Communicate regularly with all staff, including remote sites, to assess/support cost proposal efforts in response to RFA/Ps and other funder solicitations;
- Supervise research, template and budget notes template development support; review training material development, presentations, field support tools, etc.; and supervise and monitor use of tools to support full cost recovery for PSI;
- Review complex budgets for completeness, fee structure and indirect cost recovery;
- Represent cost and pricing functions internally to ensure that this need is represented in deliberations, process and template development and decision-making;
- Mentor staff to grow the cost and pricing function within PSI;
- Implement opportunities to streamline cost and pricing processes;
- Support regional teams in bids and proposals through templates, education, reviews and monitoring;
- Interact with Accounting team and Financial Analysts to implement unique reporting requirements;
- Develop an in-depth knowledge of PSI accounting systems related to budget development and cross walks;
- Understand cost share requirements between funders for purposes of bids and proposals;
- Stay abreast of funding financial and compliance reporting and cost allowability requirements;
- Manage preparation of department activity reports.
- Minimum of ten years of experience in Cost and Pricing, international development; global health experience preferred;
- Expertise in funder regulations as it relates to budget development, unallowed costs for USG agencies and exposure to the Global Fund and DFID;
- Experience in development of policies, procedures, documents and tools;
- Knowledge of cost and pricing, contract terms and conditions;
- Strong communication skills, both verbal and written, and the ability to effectively interact with senior management and individuals with varying degrees of financial knowledge;
- Attention to detail, high degree of initiative and flexibility to successfully accommodate deadlines;
- Ability to multi-task and work under pressure to meet deadlines;
- Fluency in computer application, including in-depth knowledge of electronic spreadsheets, report-writing and other accounting software.
