Managing Director
The CareOregon Foundation was created through $25M of initial seed funding from CareOregon to address health equity and improve the health of populations in Oregon facing health disparities. Beginning in 2025, we will begin investing in organizations aligned with CareOregon Foundation’s values. We seek to partner with communities and organizations to remove social and economic barriers to community and individual health and resilience. Following the recruitment of initial board members, CareOregon Foundation seeks its first Managing Director (MD) to help set the strategy and collaborative funding practices to realize our vision for greater health access and equity for all Oregonians.
The Foundation is currently led by a combination of directors appointed by the CareOregon board and directors elected by the Foundation board. Current board bylaws allow a maximum of 15 directors but require that the majority of the board must be CareOregon appointed Directors which helps to ensure an ongoing relationship and administrative support between the Foundation and CareOregon.
Although the Foundation is in its formative stages, the inaugural board has established a continuous learning model and a commitment to developing deep listening skills as critical for supporting positive change. By being responsive and directly influenced by community knowledge and vision, we believe it is imperative for the incoming leader to create a culture of trust and to engage authentically with the partners and the communities we serve. Given the complexity of today's issues, it is critical that the Managing Director guide the board to take calculated risks and change direction to make a real difference in people’s lives and in community health.
The Role
As the first staff member of the Foundation, the Managing Director will have the responsibility and privilege of establishing the initial structure of the organization, including working collaboratively with the board to set the strategic vision, mission, and values, the guiding giving principles, and set the short-term strategic plan for the organization. The MD will work closely with Oregon’s most marginalized communities facing health disparities to assure that the Foundation is filling funding gaps and supporting innovative ways to address needs.
Given the nascent stage of the Foundation, the board will be relying on the Managing Director to set the pace of work with a balance of measured urgency and innovation in the field of collaborative funding. Similarly, the Managing Director will advise on the level of travel needed and time spent in community versus with the CareOregon team. And while no two days will look the same, we anticipate the incoming leader will devote their attention to the following priorities:
Community Building and Investment
- Build relationships across the state to support the Foundation’s mission and goals and proactively respond to community needs
- Establish and maintain ongoing relationships with individuals, organizations, and the communities most impacted by health inequities to gain information and insight to enhance the effectiveness of the Foundation
- Participate in the formulation and execution of grant-making and community investment policies and procedures to ensure intended outcomes from use of Foundation assets
- Evaluate and oversee the grant review process to ensure fairness, diversity, and responsiveness in the allocation of resources
- Monitor grantee compliance and assure the proper distribution of approved grants
- Conduct site visits to strengthen relationships with grant partners in their portfolio to deepen understanding of the operating context and monitor programs
- Lead the development of key organizational impact indicators that tell a collective story of community health, including accountability to our grant partners
Board Relations
- Assist the Board Chair and committee chairs in planning the agenda and materials for meetings
- Initiate and assist in developing policy recommendations and in setting priorities
- Facilitate the orientation of new board members
- Staff board committees as appropriate
Community/Public Relations
- Work closely with the Community Impact team and communications department in overseeing the management of the Foundation’s internal and external communications strategy to strengthen relationships with diverse stakeholders, including grant partners, peer funders, community leaders, and the board
- Coordinate representation of Foundation activities to key external groups
- Prepare materials that describe both critical issues and learnings identified through community relationships and grants
Management and Administration
- Lead in developing and implementing the organizational strategic thinking and annual goals and objectives consistent with the mission and vision of organization
- Develop and administer operational policies and standard operating procedures aligned with the Foundation’s stated values
- Oversee all programs, services, and activities to ensure the Foundation’s objectives are met
- Ensure compliance with regulatory requirements
- Establish process and infrastructure for understanding and communicating the impact of the organization’s activities
- Manage Administrative Services Agreement (ASA) with CareOregon, Inc. through matrixed relationships, including HR, financial, marketing, technology, and legal services
- Manage contracts and consultants, as needed
Financial Oversight
- Make recommendations to the board on financial policy and keep the board of directors advised regarding the activities and financial status of the Foundation
- Develop, recommend, and monitor annual budgets and multiyear projections; approve expenditures
- Submit monthly financial statements to the board
- Oversee contracts and service agreements (via ASA with CareOregon, Inc.)
Because of your life experience or your professional and community work, you understand how people and communities around Oregon experience and define health, wellbeing, and community benefit. You understand how health is shaped and get what it’s like to use the Oregon Health Plan - or what it’s like when people need something that is not covered by the Oregon Health Plan. You might have worked in systems that shape health and social outcomes, such as early life, education, housing, community services, advocacy, or healthcare or you might know these systems because you are / were a recipient within these systems (or by the experience of being excluded from these services). At your core is a desire to build community, advocate for the most marginalized, build power and resources at the grassroots level by forming partnerships and leveraging the grasstops.

- Practical skills of a generalist and a growth mindset to execute daily functioning as well as build operations, policies, systems, culture, and strategy for the mid- and long-term

- Respectful orientation to the cultural, social, and ideological differences throughout Oregon
- Practice and learning orientation in cultivating multi-generational, leaderful organizations and shared efforts
- Ability to build the Foundation’s profile and relevance among diverse communities in ways that are complementary and distinct from CareOregon, Inc.

The annual salary range for this position is $115,000 - $140,000.
