Software platforms have yet to reach ubiquitous scale in the sector, and commercial software providers have not appreciably adjusted their product design to meet the Sustainable Development Goals (SDGs). Digital investments in global development are most often siloed by programmatic sector and working within constricted timelines, resulting in fragmentation and duplication of effort, de-prioritization of reuse, increased overall cost, and limited the number of Information Communications Technology (ICT) applications that have built sufficient momentum to develop into broadly reusable software platforms. These ICT investments don’t address the end-to-end needs of government programs, leaving governments to determine how to integrate multiple, often fragmented technologies. 

The SDG Digital Investment Framework (a product of the ICT4SDGs program) helps policymakers identify reusable ICT building blocks (e.g., ID, messaging and payment services) that can deliver priority SDG use cases. A key tenet of the framework is that there are recurring business processes across the SDGs that common ICT services can support, and multiple sectors can invest in and share. By prioritizing use cases according to citizens, we can map functionality across sectors and then invest in comprehensive infrastructure comprised of reusable software components, called ICT building blocks. 

​Following the publication of the ICT4SDGs call to action for an “all-of-government” approach to product design, and methodology for discovering building-block-level requirements, further work is needed to translate high-level use cases, workflows and building blocks into tactical actions to be taken on existing T4D products. Therefore, DIAL is seeking a Technical Business Analyst to facilitate this mapping and to develop sufficient requirements documentation that can then be directly implemented by engineering teams at DIAL and other partners.

Areas of Responsibility: 

The Technical Business Analyst will report to the Director of Technology for overall guidance, work planning and performance reviews.  S/he will work closely and may be supervised by DIAL’s lead for the ICT4SDG work.

Analysis and Solution Definition

  • Facilitate customer workshops/interviews to collect, analyze, validate and document business requirements, processes, business rules and workflows; 
  • Reverse engineer business and functional requirements from existing applications and discover the common model and process model that can unify closely related applications in one data and process model; 
  • Perform fit-gap analysis, business process re-engineering and reverse engineering; 
  • Manage the translation of business requirements into functional and technical specifications; 
  • Make business-related recommendations including viability of usage of existing IT systems and/or infrastructure and industry IT standards/solutions relevant to business requirements; 
  • Facilitate workshops and requirements’ sessions with developers and address any business-related questions they might have. 

Project Planning and Execution 

  • Plan, design and execute business analysis projects and software development projects with the full Software Development Life Cycle (SDLC) in mind; 
  • Continually update project progress and inform stakeholders;  
  • Establish responsible deadlines and group work plans, manages assigned tasks within the overall project schedule; 
  • Work to pro-actively mitigate project risks and issues; 
  • Adhere and promote the use of project management standards and appropriate tools and templates as defined by standard project delivery methodologies; 
  • ​Perform other duties as required.
Educational Background: 
Advanced university degree (Master’s degree or equivalent) in information technology, computer science or in a field related to the post description.
Skills/Experience: 
  • Professionalism: Strong theoretical background and knowledge of IT business analysis and project management. Strong conceptual and analytical skills, demonstrated problem solving abilities and experience in requirement gathering in a multi-stakeholders setting required. Ability to engage in multiple projects and develop approaches to resolve a wide range of issues. Individual should be detail-oriented, creative, inquisitive, committed and self-motivated. 
  • Communication: Excellent communication skills (spoken and written), including ability to convey complex technical concepts both orally and in writing in a clear, concise manner. 
    Planning & Organizing: Ability to organize, plan and implement work assignments, manage competing demands and work under pressure of frequent and tight deadlines. 
  • Teamwork: Works collaboratively with colleagues to achieve organizational goals. Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. Believes in DIAL’s values of Commitment, Collaboration, Empowerment, Courage and Thoughtful Action. 
  • ​Education: A first level university degree with a combination of relevant academic qualifications and experience in information and communications technology may be accepted in lieu of advanced university degree.
