The Clean Cooking Alliance works with a global network of partners to build an inclusive industry that makes clean cooking accessible to the three billion people who live each day without it. Established in 2010, the Alliance is driving consumer demand, mobilizing investment to build a pipeline of scalable businesses, and fostering an enabling environment that allows the sector to thrive. Clean cooking transforms lives by improving health, protecting the climate and environment, empowering women, and helping consumers save time and money.
In 2017, the Alliance launched a demonstration project Maximizing the Health Benefits of Clean Household Energy in Peri-Urban Nepal designed to support the Government of Nepal’s objective to establish smoke-free kitchen communities, improving health outcomes through clean cooking. Through this demonstration project, the Alliance works with local partners—incorporating supply strengthening and demand generation components, and robust monitoring and evaluation—to increase the use of clean energy for cooking, including liquified petroleum gas (LPG), biogas, and electricity. Consistent use of these types of energy sources can significantly reduce harmful cooking emissions while providing benefits to health, the environment, and climate.
Part of our future efforts in Nepal will entail the development of a Country Action Plan (CAP). The CAP will serve as a high-level strategic framework for transforming the cookstoves and fuels market in Nepal. It will also serve as the Alliance’s strategic plan and roadmap for longer-term engagement in the country. The development of a CAP will be based on field assessments, foundational research, and stakeholder consultation and is expected to take 18 months. The CAP will be conducted in close collaboration with the Government of Nepal, practitioners, the private sector, donors, and civil society organizations.
The Nepal Senior Project Manager is responsible for developing the Country Action Plan for Transforming the Cookstove and Fuels Market in Nepal.
The Nepal Senior Project Manager, with technical oversight from the Senior Director of Evidence and Impact, will lead the development of the Country Action Plan. This will include providing overall thought leadership, designing, or identifying a CAP methodology, and producing a detailed workplan for completing the CAP within an 18-month period. S/he will also be responsible for managing the timely execution of activities to develop the CAP by: collaborating with the Nepal Country Manager to coordinate stakeholder consultations; conducting foundational research; developing requests for proposals; shepherding contracts and consultancies; monitoring budgets; and grant reporting. It is expected that s/he will use the results from the foundational research, stakeholder consultations, and consultancies to develop the Country Action Plan. S/he will also work closely with the operations; development; private sector and investment; gender, demand, and policy; evidence and impact; and communications and partnerships teams at the Alliance.
The Nepal Senior Project Manager will work closely with Alliance staff members from each programmatic area in DC as well as the Nepal Country Manger. The Nepal Senior Project Manager will report directly to the Senior Director of Evidence and Impact.
If HQ-based, it is estimated that this person will take 4 – 6 trips to Nepal over the course of 9 months (20-30% of the time). This is an estimation, and travel will be based on the needs of the project.
Strategy Development (60%)
Develop the Country Action Plan for Transforming the Cookstove and Fuels Market in Nepal by:
- Developing a methodology and workplan for completing the CAP.
- Conducting stakeholder consultations in-country to inform the development of the CAP.
- Conducting and synthesizing foundational research.
- Shepherding grants/contracts and consultancies.
- Monitoring progress of grantees and consultancies to ensure grant milestones are met.
- Interpreting the findings of the consultancies and research to inform the development of the CAP.
- Vetting the developed CAP through the appropriate stakeholders.
Project Management (20%)
- Manage all aspects of the development of the Country Action Plan.
- Manage the timely coordination of the activities being undertaken by the Alliance team members in Washington, D.C.
- Manage reporting deadlines and deliverables.
- Manage the content development, design, and annual budgeting process for the CAP project in collaboration with the Budgets Manager and the Senior Director of Evidence and Impact.
- In coordination with the Nepal Country Manager, manage the Nepal stakeholder consultation process, ensuring that government ministries, cookstove/fuel manufacturers, distributors, and civil society groups are consulted that their inputs are incorporated into the design of the CAP.
- Coordinate the translation of project documents for dissemination.
- Fluency in Nepali strongly preferred. Candidates with this skill set will be prioritized.
- Minimum 7 years professional experience in energy, international development, public health, environment, consulting, project management, or a related field required, including 5 years experience in strategy development.
- Previous experience developing strategy documents including Country Action Plans strongly preferred.
- Ability to synthesize and interpret technical research.
- Creative thinker with the ability to think outside of the box.
- Previous experience managing or supervising staff.
- Previous experience working in Nepal is highly desirable.
- Ability to prioritize multiple tasks and meet deadlines.
- Ability to effectively collaborate with multiple teams.
- Ability to take initiative and work independently with minimal supervision.
- Highly organized.

- Familiarity with the clean cooking sector or household energy a plus.
