The Business Operations team is the administrative hub for DIAL’s fast moving, global, tech oriented team and ensures a clear alignment among strategy, program operations, financial management, talent management and impact. The Project Administrator will play an important role in fostering sound project and financial management by supporting one of our three focus areas.  The role will ensure excellent project and contract management, all expenses meet internal and external standards, support budgeting and financial forecasting, and contract and grant administration.  If you want to apply your financial administration skills working closely as a thought partner with a small team advancing an inclusive digital society, then this may be the right fit for you.

Areas of Responsibility: 

Budgeting and Expenses

  • Partner with Focus Area Leads as their business operations partner, supporting teams to develop their annual budgets and work plans, and working with them to monitor successful implementations of their investments. 
  • Track life of project expenditures against budgets informing program staff of individual project status.
  • Process all expenses from team members and vendors and ensure that they comply with donor requirements (including US Government, multi-lateral and private donors), and UN Foundation expenses policies.
  • Analyze and interpret monthly expense reports and labor reports for projects.
  • Prepare and maintain monitoring system for sub agreements.

Contract and Grants management

  • Monitor all awards with team members to track and ensure grant compliance to all relevant investment evaluation indicators working closely with the Director of Investment Evaluation
  • Oversee financial monitoring and assist with the coordination and financial management of project sub-agreements in accordance with proper accounting principles and donor requirements.

Contracting

  • Partner with team members to develop SOW for all vendors and draft contracts for administration by finance and contracts manager
  • Oversee the issuance of consulting services agreements, work orders, and purchase orders in compliance with UN policies.
  • Draft, negotiate, administer, and monitor sub agreements, subcontracts, and other purchasing mechanisms.
  • Administer RFPs and RFAs
  • Oversee and review subrecipient proposals and documents to assure compliance with DIAL's and the donor's standard provisions.
Skills/Experience: 
  • A minimum of seven years of experience in administrative and/or project management and contract functions that demonstrate skill in budget development, financial tracking and analysis, and the design, implementation, and management of project coordination systems; or an equivalent combination of education and experience.
  • Experience working with major donor awards above $15,000,000.
  • Working knowledge of major donor contracting, especially USG policies.
  • Proven financial management including budget analysis and developing and managing multi-year cashflow.
  • Proven budgeting skills including creating multi-million dollar budgets, optimizing cost allocations across donors and managing burn rates
  • Experience working with Financial Edge, Quickbooks or similar
  • Experience working across functions as part of large organization; collaborative problem solving
  • Excellent oral and written communication in English.
  • Demonstrated proficiency in MS Office (Excel, PPT) and CRM applications e.g. Salesforce.
