Working under the direction of the Director, Housing, the Program Manager, Property Tax-Aide (hereafter referred to as the “Program Manager”) will lead one of the Foundation’s newest programs, AARP Foundation Property Tax-Aide (hereafter referred to as “Property Tax-Aide” or “PTA”).

Property Tax-Aide has three goals:

  • Promote education/outreach: Make low- and moderate income older adults aware of these programs.
  • Determine eligibility: Assist low- and moderate income older adults and their families in determining the older adult’s eligibility for these programs.
  • Apply: Assist low- and moderate-income older adults in applying for eligible programs either through the Property Tax-Aide Digital Tools through our AARP Foundation Tax-Aide program that provides tax preparation services for over 1.5M older adults annually or other qualified nonprofits.

Property Tax-Aide has been developed over the last 3 years utilizing a lean startup methodology and has served over 11k older adults in its initial year in two states (Minnesota and New Hampshire) and the District of Columbia.

The Program Manager will lead the program, specifically to expand the program into new markets, increase its market penetration in its existing markets, and continue the development of new iterations of the program.

Areas of Responsibility: 
  • Leads the development of all the program’s systems/operations: training platform, call center, digital fintech platform, Salesforce volunteer platform, etc.
    • Leads budgetary tasks, contracting, invoice processing and reporting.
    • Works with staff, contractors and consultants  to execute projects
    • Develops and coordinates multi-faceted work plans.
  • In collaboration with Marketing team, develops and executes marketing plan, which may include, but not limited to: social media, print, radio, etc.
  • In collaboration with the Development team works to develop requests for funding.
  • Manages multiple projects that contribute to the achievement of priorities.
  • In collaboration with the Evaluation team, oversees program analysis and evaluation.
  • Responsible for updating and maintaining associated project management processes and helping to develop day to day new and evolving business processes
  • Executes administrative tasks as required (such as calendaring, organize meetings, process expense reimbursements and assist with travel arrangements as needed)
  • Continuously refining and adapting approaches in response to feedback, research and insights on new innovations that are approved to scale.

The role requires a strong ability to work well at an inter-personal level in order to champion innovation in the Foundation and to launch new direct service programs. The role also involves a strong analytical component, requiring the ability to repeatedly review, critique, upgrade and provide constructive feedback on new and existing initiatives and opportunities.  Additionally, the role requires significant interaction and coordination with other Programs outside of Impact Areas.  This position will have a very high impact on AARP Foundation’s ability to execute its strategy and reach both its short and longer term goals.

Educational Background: 
Bachelor’s Degree and 4+ years of job related experience.
Graduate degree preferred.
Skills/Experience: 
  • A preference for candidates that have scaled programs, products, or services.
  • A preference for candidates that have been an entrepreneur for large organizations.
  • A preference for candidates with experience developing and building systems for products, services, or programs.
  • A preference for candidates that take responsibility, manage multiple projects at once, and deliver professional work-product promptly and on-deadline.
  • Excellent business judgment, a familiarity with a wide variety of business models both in the for-profit and non-profit sectors
  • Ability to see the potential application of these models in the context of social innovation 
  • Excellent communication skills both oral and written; ability to produce high quality reports and presentations
  • Strong familiarity with both quantitative and qualitative research and analysis as well as quantifying return on investment
  • Highly self-motivated
