Manage and lead the enterprise-wide development of AARP’s health and long–term care public policies.

Areas of Responsibility: 
  • Provides strategic advice, counsel and recommendations to senior AARP leadership for updates and changes to AARP public policy in health and long term care.
  • Maintain and grow expertise in health and aging to include extensive knowledge of Medicare, Medicaid, private health insurance and long term care services and supports systems.
  • Update AARP health and long-term care policies so that they are responsive to the current debate, address new and forward thinking areas of policy development, and support enterprise-wide strategy to help position AARP as the preeminent global leader in challenging outdated beliefs and sparking new solutions in health and long-term care.  Lead the drafting of AARP’s policy statements in health and long term care for both internal and external audiences.
  • Engage and convene diverse and provocative thinkers to bring in the best ideas from a wide range of perspectives and develop a balanced, thoughtful consideration of views.  Bring in the views of people age 50 plus into policy development, specifically including the views of marginalized, vulnerable, and low-income people and groups in society.  Synthesize policy research and analysis; identify top policy experts, business leaders, public officials and others to solicit their views as part of the policy development process; engage field staff and volunteer leaders; and help to design and implement private forums as well as highly visible public events at which AARP members, public officials and/or local leaders and advocates exchange ideas with AARP staff and high level volunteers.
  • Provide timely policy guidance and interpretation across the enterprise in areas of expertise to inform federal and state advocacy agendas; member and executive correspondence; and enterprise initiatives.   Works with staff, volunteers, and senior management on interpretation of our policies and development of recommendations related to Board­approved public policy.
  • Ensures policy integration and consistency across AARP by providing internal guidance on product and service offerings relating to substantive areas within Health Security.  Collaborate with private sector initiatives within the Enterprise to spark new solutions that move our health policies forward with innovations in the private sector in order to serve our mission.
  • Able to communicate relevance, impact and importance of policies in the day to day life of people age 50 plus in order to demonstrate that AARP empowers people to choose how they live as they age, and that members know we are listening to them.
Educational Background: 
Completion of a Bachelor's degree in a related discipline, with an advanced degree in Law, Public Policy, or Political Science strongly preferred
Skills/Experience: 
  • 8 years of experience with policy development and/or policy advocacy at the federal or state level, or an equivalent combination of training and experience related to the duties of the position.
  • Excellent oral and written presentation skills for communicating complex and controversial information to diverse audiences.        
  • Knowledge of key public policy issues in aging, particularly in their issue area of expertise.
  • Ability to manage and lead the activities of and work effectively with staff, volunteers, and outside resource personnel.
