The Payroll Manager is responsible and accountable for all aspects of the payroll function, including ongoing operations, customer service, policies and procedures, controls, data integrity, efficient use of systems and vendor/stakeholder relationship management. Responsible for understanding the vision for Shared Financials Services and managing the overall operations, services and resources of a functional area within shared services organization. The Manager balances key responsibilities of managing resources, tracking, reporting on and improving operations and developing relationships with customers and key stakeholders. The Manager resolves complex escalated cases when necessary. The Manager reports to the Director of Shared Services and directly manages the Payroll staff within Shared Financial Services.

Areas of Responsibility: 

(50%) Payroll Manager Responsibilities:

  • Manage gross to net biweekly payroll process and verifications
  • Ensure payroll inquiries and discrepancies are resolved as they arise from management, employees, HR, Vendors and Agencies.
  • Critically manage, review, analyze, and assist with coordination of benefit and compensation transactions that relate to payroll in conjunction with HR.  To include documentation and distribution of all time entry, and time-off related practices and period schedule updates in Workday.    
  • Manage completion of all payroll integrations for taxes and retirement plan, including reporting, reconciliation and payment processing for associated integrations, and initiation and maintenance of vendor relationships.  
  • Manage payroll audit prior to pay complete for fixed-term employees to ensure accuracy, and reasonableness. 
  • Manage process for reviewing HCM entries, including employee on/off-boarding, leaves of absence, job changes, compensation changes, and one-time payments. 
  • Manage, review and maintain various schedules for payouts, updates, retroactive calculations, and overall proper treatment/processing of multiple types of payroll transactions.
  • Manage garnishment process including new orders, court/agency interaction and set up in Workday, Manage, analyze and reconcile biweekly net payroll in conjunction with payroll processing.  Verify prompt settlement with Bank and Treasury.  Respond to, and remedy all exceptions timely.   
  • Ensure compliance with State and Federal regulations and NGS’ policies and practices.
  • Manage completion of periodic, quarterly, and annual tax filings through tax filing vendor for all federal, state and local tax authorities and coinciding periodic/quarterly/annualreconciliations. 
  • Responsible for periodic review and approval of unemployment claims, and responding to all federal and state agency inquiries.
  • Manage annual AIP payment process in conjunction with HR, and Business Applications including file total reconciliation and exceptions where applicable. 
  • Responsible for the annual Workers Compensation Audit, including creation of required reporting and audit meeting with Vendor.
  • Responsible for managing W-2 data for the annual 990 tax filing, working with Corporate Tax to ensure needs are met and data is kept confidential.
  • Manage year-end processing including W-2 reconciliation, preparation, printing, distribution/publishing, and W-2C’s if applicable, year-end forms ordering and drafting notifications/communications to staff. 

(30%) Shared Financial Service Responsibilities

  • Managing the overall operations, services and resources of functional area within the disbursements department.

(20%)  Reconciliations & Reporting/Systems 

  • Review biweekly/quarterly and annual reconciliations for gross payroll, fringe benefits, deductions, and taxes.   
  • Verify/correct all payroll errors in Workday.
  • Prepare month-end metrics for Payroll.
  • Responsible for full-cycle sandbox payroll testing prior to, and after Workday version updates including approvals, settlements, and integrations to ensure accuracy.
  • Manage testing updates to all Workday payroll components where applicable
  • Manage detailed test samples and scenarios highlighting end-to-end output to assist in trouble-shooting and identifying calculation discrepancies as it relates to payroll results.
Educational Background: 
Bachelor’s degree in Accounting, Finance or equivalent experience required. Certified Payroll Professional preferred
Skills/Experience: 
  • Minimum of 10 years of progressive responsibility in Payroll and relevant professional experience.
  • Experience with large integrated ERP systems, Workday experience a plus.
  • Experience with large payroll/tax processors. Experience manager preferred
  • Significant knowledge of payroll administration and processing including state and federal regulations and related tax matters
  • Ability to proactively identify problems, develop solutions and take action to resolve issues in timely manner
  • Strong understanding of full cycle disbursement processing
  • Strong organizational skills, analytical skills, time management and prioritization abilities
  • Ability to consistently meet required deadlines
  • Strong PC skills, including competence using MS Excel required.
  • Strong oral and written communication skills – ability to effectively communicate with all levels of staff and management
  • Must be able to work independently as well as within a team and be willing to new areas within Shared Financial Services
  • Ability to manage confidential data
