Manager, Investment Evaluation, Digital Impact Alliance

The IE Manager supports the Director of Investment Evaluation in enabling the Digital Impact Alliance (DIAL) to track its progress and impact, share lessons learned and contribute to the wider ICT4D sector.  The evaluation function works across the three key focus areas (platforms and services, data for development, and insights and impact) to develop and implement tools and processes for project management, develop evaluation strategies for individual investments and initiatives, facilitate and extract internal learning and adaptation, and participate in ecosystem-level, organization-wide studies. 

Under supervision of the Director of Investment Evaluation, the IE Manager will serve principally in helping design and implement M&E strategies for investments/initiatives, using the latest methods and approaches, and working on data collection and integration across projects and teams and intra-organization.  He or she will also help research and monitor secondary data sources of interest to DIAL’s work, and help promote an overall data-driven approach to DIAL’s work.  The IE Manager may help lead and facilitate internal planning, learning and reflection processes like theory of change and lessons learned, help manage data collection and integration for DIAL’s Results Framework tracker, and provide assistance/insight on DIAL’s overall ecosystem measurement strategies.  Overall, DIAL seeks to implement innovative approaches to monitoring and evaluation, particularly those that support an adaptive, learning context that is transparent and committed to sector-wide sharing, communication, and learning. 

Areas of Responsibility: 
  • Implement existing M&E-related tasks for current investments and internal processes
  • Help develop evaluation strategies for new and emerging investments
  • Conduct (or manage consultants conducting) investment-specific evaluations or studies
  • Help integrate data metrics and tracking with related functions in business operations and look for information sharing/platform opportunities (e.g., dashboards, websites, etc.)
  • Support facilitated exercises like focus groups, Theory of Change, Appreciative Inquiry, Lessons Learned, etc. to help project teams articulate on what works, why, and why not in support of Adaptive Management
  • Work closely with the Director of Investment Evaluation and relevant Directors to develop and carry out surveys, focus groups and interviews that solicit partner input and track DIAL’s progress
  • Help the Investment Evaluation unit promote and model innovations in M&E and technology through DIAL’s work and business operations
  • Support the creation of case studies, or other documents that feed into DIAL M&E, reporting, and communications
  • Work with Director of Investment Evaluation and Senior Director of Business Operations to develop, collect and amplify evidence and use cases on the value of data and how data is improving decision-making and contributing to organizational outcomes
  • Other duties as assigned
Educational Background: 
Master's degree in public policy, statistics, social science, economics, international affairs, or related field
Skills/Experience: 

Required:

  • 5+ years of monitoring and evaluation/performance measurement experience, including work in the international development sector
  • Experience with and interest in the ICT4D/digital development sector and M&E’s role in it
  • Experience with both quantitative and qualitative research methods, including data collection, analysis and presentation preferred
  • A willingness to travel, domestically and internationally and the ability to interact with people from diverse, multi-cultural backgrounds.
  • Sense of humor; highly organized; demonstrates grace under pressure; and delivers results in a fast-paced environment. 

Preferred:

  • Strong technical skills in some of the following: 
  • Web-based applications, databases, data visualization tools, enterprise and/or software integration, mobile data collection tools, etc.
  • Strong facilitation skills, convening groups of individuals and guiding through conceptual analysis and consensus building (e.g., program design, theory of change, etc.)
