Family Planning 2020 (FP2020) is a global partnership that supports the rights of women and girls to decide – freely and for themselves – whether, when, and how children they want to have. FP2020 works with governments, civil society, multilateral institutions, donors, the private sector, and the research and development communities to enable 120 million additional women and girls to use contraceptives by 2020.

FP2020 is an outcome of the 2012 London Summit on Family planning and is based on the principle that all women and girls, no matter where they live, should have access to lifesaving contraceptives. Achieving the FP2020 goal is a critical milestone to ensuring universal access to sexual and reproductive health and rights, as laid out in Sustainable Development Goals 3 and 5. The FP2020 Secretariat is hosted by the United Nations Foundation.

The FP2020 Secretariat is structured to support, strengthen and accelerate country-led programs and priorities. Under the direction of the Country Support Director, the Manager, Anglophone Africa Region will play a key role executing against FP2020’s strategic approach for engagement with Anglophone Africa countries, including current and potential commitment-making countries. This approach supports coordination and problem solving at the country/regional level, with the overarching goal to enhance the ability of women and girls to access and use family planning information and services in line with country-identified priorities. The Anglophone Africa Regional Manager reports to the Country Support Director and will supervise the Anglophone Africa Regional Associate.

Areas of Responsibility: 

Engagement with FP2020 Focal Points, Partners and Stakeholders

  • Under the supervision of the Country Support Director, and in collaboration with FP2020 Core Conveners, Country-based Focal Points[1] and other Secretariat teams, contribute to the development and execution of rights-based country-level action plans and Costed Implementation Plans for the commitment-making countries in this regional portfolio.
    • Work closely with the Regional Associate, the 16 FP2020 commitment-making countries in this region, and partners to design and execute Regional Focal Point Workshops (held approximately every 18 months)
    • Support countries in reaching their FP2020 commitments, specifically through the execution of their FP2020 country action plans and the development/execution of the countries’ Costed Implementation Plans.
    • In collaboration with the Postpartum Family Planning Manager and Associate, ensure postpartum and post-abortion family planning (PPFP/PAFP) are incorporated within Country Action Plans for countries where these areas have been identified as a high priority and support focal points’ execution of those priorities.
  • Under the supervision of the Country Support Director, and in cooperation with Focal Points, support evidence-based dialogue and decisions with national governments and country-level partners in Anglophone Africa.
  • Contribute to sharing innovations to improve access to affordable, quality family planning commodities at the country level (such as communicating market innovations and incorporation of market innovations in country family planning plans).
  • Working collaboratively across the Secretariat, contribute to country/regional-level sharing of effective practices (including High Impact Practices for FP), lessons learned, and available tools across the Anglophone Africa countries.
  • Assist with coordination with relevant external partners and proactively identify opportunities for collaboration with new partners to advance FP2020 goals.
  • In partnership with relevant FP2020 staff, contribute to preparing and disseminating data, lessons learned, and best practices from the FP2020 community/partnership.
  • Contribute to FP2020’s strategic thinking, planning and organizational development, as needed.

Program Management

  • Collaborate within FP2020 to contribute to the development and implementation of efforts to support Anglophone Africa at the country and regional levels. This will include using an internal performance dashboard with performance indicators and granular milestones.
  • Provide support to deliver on cross-cutting FP2020 Secretariat functions in Anglophone Africa.
  • such as: promoting a rights-based approach to FP policy, programs, and service delivery; highlighting evidence, country data, and High Impact Practices (HIPS); ensuring programs reach and meet the needs of adolescents and young people and other marginalized groups such as those living with disability; and working with countries to build resilience plans for FP in times of crisis and displacement.
  • Contribute to annual work plans and budgets to provide value-added support to accelerate country progress in Anglophone Africa. Prepare regular work plan reviews and timely reports on progress/challenges using the internal performance dashboard.
  • Liaise closely with the Data & Performance Management team to monitor country progress towards achieving and fulfilling country commitments and, as needed, suggest realignment of FP2020 support and efforts in Anglophone Africa.
  • Coordinate with the Global Advocacy, Rights and Youth team to ensure FP2020 country activities are deeply grounded in a rights-based approach.  As part of this collaboration, work closely with the Advocacy and Civil Society Engagement Manager, to ensure continued engagement of civil society focal points and with the Adolescent and Youth Engagement Manager to engage youth networks, including recently appointed youth representatives.
  • Contribute to decisions on optimal allocation of resources, proper documentation, tracking, and monitoring of Country Support Initiatives activities across Anglophone Africa with other relevant grants administration and finance staff.
  • Manage Anglophone Africa-related contracts/contractors.
  • Draft and support high quality reporting to senior leadership of FP2020 and the UN Foundation as needed.
  • Work closely with the Senior Manager, Rapid Response Mechanism regarding review of applications and monitoring of funded projects in this regional portfolio. 

External Relations and Communications

  • Contribute to FP2020 Reference Group meetings by documenting progress and key challenges, and by drafting clear and concise executive summaries of countries’ achievements and challenges.
  • At the request of the Country Support Director, participate in FP2020 external events, meetings and on task teams.
  • In collaboration with the FP2020 Country Support Director, identify opportunities and events/conferences to highlight FP2020 and the accomplishments of the FP2020 movement, especially with regards to countries in this regional portfolio.
  • In collaboration with the Communications team, identify and support development of communications opportunities and messaging that can be featured in the FP2020 newsletter, website/social media, and/or annual progress report.
  • Contribute to the development of FP2020’s global accountability infrastructure as well as analysis of data and the development of the FP2020 annual progress report on activities and performance.
  • Collaborate with relevant FP2020 staff to develop content for internal and external communications for the Anglophone Africa Countries and FP2020 overall.
  • Oversee the drafting of relevant regional portfolio inputs to meet reporting requirements for donors.
Educational Background: 
Advanced degree(s) in public health, public policy, international development, business administration, economics or other directly related field.
Skills/Experience: 
  • Minimum of 7 years of professional experience in international reproductive health/family planning, including supervisory experience.
  • Ability to think strategically and drive project implementation. Project management expertise with an ability to move projects forward from inception to implementation to completion.
  • Prior experience working in residence in developing countries preferred, especially in any of the 16 countries in this regional portfolio.
  • Experience in working with multi-stakeholder partnerships including donors, multi-lateral agencies, developing countries and civil society organizations.
  • Proven record of coordinating development partners and managing effective mechanisms for monitoring and reporting at global, regional, and country levels.
  • Continuous learning skills and the ability to synthesize information.
  • Exceptional interpersonal skills and cultural competencies.
  • Excellent writing, editing, presentation, communications, and research capabilities, with advanced knowledge of and proficiency in the MS Office Suite (OneNote, Word, Excel, Outlook, PowerPoint).
  • Fluent in English; proficiency in another language highly desirable, especially if it’s Portuguese, French or Arabic
  • Willingness to travel (up to 25% time) with the ability to represent the organization with professionalism, diplomacy, and aplomb
  • Ability to manage multiple work streams and personnel under pressure.
  • Ability to meet regular attendance/tardiness policy.
