Director, Federal Electricity and Utility Policy

NRDC is seeking an experienced advocate and power sector expert to advance our work on federal electricity and utility policy (electric and gas). This position will be focused on administrative action under the Clean Air Act and new legislation to advance clean energy deployment incentives, standards, and other clean energy and carbon market policies. A strong background in utility regulatory policy and clean energy and carbon market design is essential. Advocacy and lobbying experience are also needed to secure necessary stakeholder and policymaker support, and experience working with diverse viewpoints is required. This senior team member will join the federal side of the Climate & Clean Energy Program in Washington, DC.

Depending on the management experience and interest of the candidates, the role may be defined as management position or as a senior individual contributor. A management role would require functional management of a team of advocates and a budget.

Areas of Responsibility: 
  • In collaboration with other team members, manage the development of power and other energy sector policy proposals to increase deployment of clean energy (through both new legislation and policy proposals under existing law).
  • Develop relationships with policy makers and build support for climate policies among a wide range of other stakeholders, particularly in the power sector, including both liberal and conservative groups.
  • Represent NRDC at public events and with the media.
  • Assist the development team in fundraising and reporting on this body of work.
  • Work closely with many other NRDC policy experts, analysts, lobbyists and attorneys on a wide range of topics.
  • Be a central part of a strong and collegial team that is focused on collaboration, approaches advocacy with innovation and optimism, and is committed to using the full range of expertise within NRDC and among our partners to drive change in the federal electricity and utility policy (electric and gas).
Educational Background: 
Advanced degree in political science, energy policy, law, or another field relevant to the position.
Skills/Experience: 
  • 12 or more years of experience working with state and/or federal policy makers on energy policy.
  • Strong background in utility regulatory policy and clean energy and carbon market design.
  • Strong lobbying and direct advocacy experience.
  • Experience significant projects or campaigns or managing people.
  • Clean energy-related policy and/or legal experience.
  • Proven ability to work with individuals and groups across a diverse set of perspectives, and to be effective in many different settings.
  • Comfort interpreting scientific and technical concepts.
  • Strong interpersonal skills and enthusiasm for teamwork.
  • Capacity and appetite to handle a wide range of policy topics and formulate new ideas and responses quickly.
  • Capacity to work hard, efficiently, and independently.
