Budget Manager, Global Alliance for Clean Cookstoves

The Global Alliance for Clean Cookstoves is a public-private partnership hosted by the UN Foundation to save lives, improve livelihoods, empower women, and protect the environment by creating a thriving global market for clean and efficient household cooking solutions. The Alliance’s 100 by ‘20 goal calls for 100 million households to adopt clean and efficient cookstoves and fuels by 2020. We are working with a strong network of public, private and non-profit partners to accelerate the production, deployment, and use of clean and efficient cookstoves and fuels in developing countries. 

Budget Manager, Global Alliance for Clean Cookstoves, is responsible for analyzing and managing the Alliance overall budget and reporting, with a particular focus on the large-scale Haiti Clean Cooking Market Development Project. The Alliance’s overall mission is to save lives, improve livelihoods, empower women, and protect the environment by creating a thriving global market for clean and efficient household cooking solutions.
This foundation building project will be executed over four-years, as part of a larger anticipated ten-year initiative. The objective of this project is to reduce negative climate, environment, economic, and health impacts from traditional cooking practices on the Haitian population, with a focus on reducing the disproportionate impacts on women and girls. The project aims to set the foundation for a long-term, sustainable transformation of the market that will strengthen and diversify the supply of cleaner and more efficient cookstoves and fuels. 

Our efforts will entail a combination of sector-wide, market development activities, including: capacity-building support for government, stakeholders and clean cooking enterprises; advocacy and technical assistance to develop better policies and regulations; and support for sector coordination. The project will also advocate for the inclusion of women and girls not only in the design of policies, but also across the clean cooking sector, to overcome historical exclusion and increase women’s economic and social empowerment. The project will be led by the Alliance, in close collaboration with the Government of Haiti, local stakeholders, practitioners, the private sector, donors, civil society organizations, and UN agencies. 

The budget manager will work with the Alliance to track and analyze budgets and management reports, prepare ad hoc financial analyses, and provide analytical and project support to senior leadership on an as-needed basis. The budget manager will also be responsible for closely coordinating with the UNF Finance, Budgets, and Contracting teams.

Areas of Responsibility: 
  • Prepare monthly budget-to-actual reports. Identify and analyze significant variances. Review results and variances with stakeholders in conjunction with the Alliance leadership.
  • Work with Alliance directors and staff to develop, maintain and monitor budgets as they relate to different projects and third-party contribution agreements.
  • Provide financial oversight and respond to financial and budgetary needs of local/on-the-ground implementation staff.
  • Along with operations staff, track contracts and grants related to specific budgets. This includes consultant contracts, contributions agreements and grant agreements.
  • Prepare accurate forecast models to help project cash flow needs and identify priorities.
  • Work with teams to help identify appropriate financial and accounting coding for donor funds, invoices and expenses, and grants. 
  • Develop budgets for proposals and help prepare accurate financial statements for reports to donors.
  • Run “what if” iterations of different budget scenarios.
  • Respond to ad hoc requests for budget information and analysis.
  • Develop full reporting knowledge of Financial Edge, Raisers’ Edge (financial), and GIFTS for Windows in order to be able to extract information and prepare reports and analyses.
  • Provide training and support as necessary for stakeholders to understand the budgeting model, process, and work products. Ensure appropriate documentation to facilitate understanding.
  • Complete special projects.
  • Ensure excellent customer service by providing timely and accurate Maintain appropriate working paper and file documentation for all work products.
  • Develop and understanding of donor financial compliance.
  • Provide budget oversight and advice to partners and periodically review partner financial compliance.
  • Be able to communicate with various stakeholders to aggregate budget information from multiple sources.
  • Works closely, and in collaboration with, the UNF Finance team, particularly the BSBR Executive Director, to maintain accurate financial information that can be rolled up and presented to Executive leadership and the Board
  • Adhere to UNF wide accounting and budget policies and tracking methods
  • Support the UNF finance team with any Cookstoves related Audit requirements
Educational Background: 
Bachelor’s degree required, preferably in accounting/finance.
Skills/Experience: 
  • Previous experience preparing operating and program budgets, budget-to-actual reports, and performance reports.
  • Strong interpersonal skills including the desire and ability to work graciously, patiently, and effectively with a wide variety of non-financial stakeholders, on a daily basis.
  • Strong analytical skills coupled with expert level Excel/budget software skills and the ability to self-review work for reasonableness and accuracy.
  • Proven ability to learn financial systems and develop custom reports.
  • Willingness to work “hands-on” as a cooperative and collaborative member of the Alliance team.
  • Flexibility and the willingness and ability to respond to a rapidly changing environment.
  • Intellectual curiosity and the desire and ability to develop new knowledge, skills, and abilities as needed to perform the position’s responsibilities.
  • Previous experience participating in or managing systems projects desirable.
  • MBA or CPA preferred.
  • Ability to work under pressure and handle change.
  • Ability to meet regular attendance/tardiness policy.
  • Ability to work under pressure and handle stress.
