Oversees the operations of AARP Foundation’s long-standing Senior Community Service Employment Program (SCSEP).  Leads the business operations of SCSEP, including financial, IT, systems development and implementation, business processes and payroll compliance, and data reporting systems and procedures.  Ensures all grant contractual requirements, audit and reporting requirements, federal regulations, and AARP Foundation and SCSEP policies and directives are implemented and followed by SCSEP staff.  Monitors, with management, the overall grant expenditures for fiscal and program accountability and integrity and assists in the stewardship of approximately a $100 million budget in U.S. Department of Labor (DOL) grant funds annually.  Provides effective management of the operations team in each respective area to help them achieve the highest level of performance.  Collaborates with headquarters management and field management, to ensure effective compliance of all federal regulations and program policies and procedures by field staff.  Serves on the SCSEP leadership team and provides direct assistance to headquarters management, as needed.

Areas of Responsibility: 
  • Works with headquarters management on financial management activities.  Helps develop and track proposed budget through internal approval and makes revisions, as necessary to meet group and AARP targets.  Interprets and reports budgetary expenditures to appropriate management.  Provides guidance to cost center managers to resolve technical and financial discrepancies.  Manages preparation of regular and special budget reports.
  • Ensures effective management of all operational areas, including compliance with program policy, procedures, performance, and government regulations affecting the SCSEP program, including, but not limited to, enrollee payroll processing, performance management system, the workers compensation program, check and purchase card disbursements, field office leases, the Office Max program, the SBC program, project site phone systems, and PRC relations/scripts/databases for the SCSEP follow-up program.
  • Reviews and prioritizes requests and needs for information technology.  Identifies technology solutions to management situations and works with Information Technology Solutions (ITS) staff and other AARP units to research, evaluate, purchase, and implement automated systems to effectively manage resources.  Manages the functional area’s database integration activities and use of the member database to ensure effective use of the resource to achieve AARP’s strategic priorities.  Coordinates technology supporting the group’s/functional area’s data on the AARP InfoNet and Internet webpage.
  • Identifies, investigates, analyzes, and recommends alternative solutions to a wide range of operational, management, and administrative actions/problems.
  • Works with headquarters management on operation’s staff issues, including hiring, determining staffing patterns, and arbitrating staff and/or enrollee issues and grievances. 
  • Works collaboratively with headquarters and field management to evaluate balance of sites, funds available by state, and spending of administrative funds.
  • Develops area manager’s skills and abilities through effective performance management use of PMP’s, on-the-job coaching, and follow-up.  Manages staff consistent with AARP Foundation and AARP policies, procedures, and diversity goals.
  • Ensures interactions of all staff and enrollees are non-discriminatory, in accordance with the prevailing body of employment law. 
  • Takes independent action in solving problems, while exhibiting judgment and a realistic understanding of issues.
Educational Background: 
Completion of a Bachelor’s degree in Business, Information Technology, Finance, or related fields (Master’s degree preferred)
Skills/Experience: 
  • A minimum of 8 years of experience in managing programs/initiatives with increasing levels of responsibility, with 5 years of financial management experience, reporting, and audit requirements and ability to analyze, interpret, and act on budgetary data and reports.
  • Experience in working with mature workers, culturally diverse populations, persons with disabilities, or persons with disparate knowledge, skills, and abilities.
  • Demonstrated ability to provide leadership on current information technology to carry out SCSEP’s work.
  • Knowledge about and ability to provide leadership on SCSEP performance outcomes, reporting systems, and management to successfully carry out SCSEP’s work.
  • Ability in managing complex federal and state grants.
  • Demonstrated experience and excellence supervising staff and leading teams (preferably multiple layers of staff from a distance).
  • Excellent communication skills, both oral and written.  Ability to communicate tactfully and effectively with field staff, AARP/Foundation personnel, and the public and ability to produce high-quality reports and presentations.
  • A preference to take responsibility, manage multiple grant activities at once, and deliver professional work product promptly and on deadline.
  • Highly self-motivated, creative problem solver, collegial, and team-oriented.
  • Willing and able to travel.
