World Wildlife Fund (WWF), the world’s leading conservation organization, seeks a Senior Director, Legislative Affairs.  The Senior Director leads development and implementation of WWF’s Federal legislative outreach strategy and manages the Legislative Affairs team charged to deliver on its goals and objectives. Works closely with the Policy and Goal teams and particularly in close coordination with WWF’s Executive Outreach efforts.

Areas of Responsibility: 
  • Leads the Legislative Affairs Team within the Policy Department, and works under the guidance of the Senior Vice President and with the Vice President USGR, and the Senior Director Strategy and Standards to set overall goals and objectives for the unit, the Department, WWF-US and the WWF Network with respect to US legislative outcomes.
  • Oversees and coordinates formulation of the Legislative Outreach Strategy, aligning US Congressional opportunities and policy trends with WWF priorities and objectives.
  • Works closely with the Vice President of USGR to ensure that legislative outreach is carefully coordinated and balanced with outreach efforts focused on Executive branch agencies. 
  • Develops and manages relationships with key members of Congress, their staff, and related organizations.
  • Develops close relationships with key stakeholders that provide WWF with a more secure and bipartisan base of support on Capitol Hill. Ensures the development of positions and messaging that attract diverse congressional support.
  • Oversees efforts to provide WWF program staff with timely information on legislation, opportunities, and developments within the US Congress that will impact WWF programmatic work.
  • Coordinates with the Senior Vice President on the integration of legislative outreach into WWF’s broader policy priorities and efforts.
  • Performs other duties as assigned.
Educational Background: 
Bachelor’s degree required, preferably in a field of study relevant to WWF’s work. A Masters will substitute for 2 years of work experience.
Skills/Experience: 

Education & Experience:

  • Must have 12+ years of work experience in the relevant US Government and External Affairs, particularly with relevant experience engaging the US Congress.
  • Familiarity with US Government and other environment and climate policy issues, the federal budget process, the appropriations cycle, and conservation issues required.
  • Strong familiarity with international development or natural resource conservation beneficial.
  • Substantive expertise in one or more areas of international conservation of strategic importance to WWF’s mission, including: climate change; energy; wildlife conservation; forestry; fisheries; agriculture; etc.
  • Preference for experience as a professional staffer for a Member of Congress or for a Committee with jurisdiction related to appropriations, foreign affairs or energy and environment. Alternately, progress experience in environmental or development advocacy with a primary focus on engagement with Congress, conservation programs, policies and appropriations.
  • Strong experience and credibility working with congressional leadership, especially current congressional leadership. Experience in administering, leading, and managing professionals engaged in development of policy

Skills and Abilities:

  • Fluency in English required. Other languages are an advantage.
  • Strong written and verbal communications skills, with an ability to move easily among policy, technical and PR materials.
  • Excellent organizational skills with an emphasis on program and project development and management.
  • A high-level of interpersonal skills is required. Especially relationship management skills and the ability to work as part of a high-level international team.
  • Ability to work well with both senior- and mid-level Government officials and multilateral finance institutions staff, both in the U.S. and internationally.
  • Ability to set goals and expectations, drive to achieve success, measures and communicates progress on an ongoing basis. Creates opportunities for recognition and development. Provides feedback, counseling & coaching.
  • Creative and innovative thinker and problem-solver who can identify and carry out solutions to the political, social, scientific, and management issues that confront WWF in achieving its goals. Solves problems and makes things happen under complex circumstances.
  • Negotiation and facilitation skills.
  • Ability to effectively prioritize and work accurately under time constraints.
  • Ability to conduct national and international travel.
