The complexity in the Procurement Manager role comes from the large size of the annual spend to be managed spread over multiple internal departments and stakeholders, and the large supply-base in place to support all of the needs of the business.  Short turn-around times are required in some situations, and resource constraints during peak periods of activity.  This role will be tasked with signing agreements up to $500k in total value – so good judgment and a high level of personal responsibility and accountability are a must.  This role will occasionally interact at the Executive Team, but primarilywith key lieutenants  The individual in this role will have to spend a significant amount of time embedded in the business units he or she supports to establish an understanding of business needs, build key personal relationships, and establish credibility.We're seeking an effective leader and subject matter expert in this role who will both directly and indirectly impact improved compliance with AARP procurement policies and procedures, as well as our push to bring more spend under procurement management – which both reduces risk to the enterprise and ensures we maximize cost-savings.

Areas of Responsibility: 

The Procurement Manager is responsible for:

  • Leading category management efforts in one of AARP’s four main spend areas: (a) Print; (b)  IT; (c) Marketing and Advertising, or; (d) Hired Services [each category is over $100 million in annual spend]
  • Serving as the procurement subject matter expert in one of the four categories above as well as other spend categories
  • Collaborating with business unit leadership to develop annual category management plans that include an annual sourcing calendar, a supply market overview, summary of business needs and cost drivers, and current supply-base overview (complete with listing of expiring agreements and plan of action)
  • Personally leading the large, complex sourcing and negotiation efforts as part of the category management plan, leveraging e-procurement tools as applicable (e.g. e-RFX’s and online auctions)
  • Leading and managing sourcing teams, including multiple business units and other PCM resources
  • Meeting annual category management objectives and targets related to spend under management, spend under contract, spend through approved buying channels, savings and other efficiencies
  • Ensuring the procure-to-pay process for the category is compliant and in-line with service levels
  • Building and maintaining key business unit and supplier relationships, resolving disputes and driving innovation and continuous improvement (customer and supplier relationship management)
  • Facilitating compliance with AARP procurement policies and procedures by setting an example, educating partners, and appropriately escalating issues when required or unsure
  • Setting a leadership example for the broader PCM team – teaching and mentoring peers and less-experienced team members
  • Occasionally leading PCM-wide initiatives beyond the scope of a given spend category (as directed)
  • Executing supplier agreements (signing the contract) up to $500k in total value.
Educational Background: 
The ideal candidate for this role will possess a college degree, with a MBA preferred
Skills/Experience: 
  • 6 or more years of relevant procurement experience – preferably with the majority in the private sector, with more than $50 million in managed-spend. 
  • They must understand category management concept sand frameworks. 
  • The candidate must show demonstrated leadership and a customer service mindset, and a deep understanding of both the source-to-contract and procure-to-pay segments of procurement operations. 
  • They need to have experience working with one or more e-procurement technologies, and be adept at developing e-RFx’s and executing online reverse auctions. 
  • Additionally, the candidate must demonstrate strong analytical skills and comfort with data manipulation and analysis. 
  • Key competencies include: leadership; subject matter expertise in the category they will lead; deep strategic sourcing and negotiations experience; financial/cost analysis; relationship management skills and executive presence, and; both analytical and strategic thinking.
