Job Summary:
The Vice President of Manufacturing and Industrial Policy (VP) leads the organization's strategy, team management, policy development, and advocacy on clean technology manufacturing and industrial transformation, including overseeing work on industrial investment programs, procurement, and trade policy. This includes working with BGA partners and allies, managing a policy team, and leading the organization's cross-team industrial portfolio to advance federal clean technology manufacturing and industrial policy. This position will provide strategic direction and coordination to ensure industrial policy priorities deliver on climate, jobs, and justice goals, including the investments in the Inflation Reduction Act, Bipartisan Infrastructure Law, and CHIPS and Science Act; BGA's landmark Buy Clean initiative and domestic content policies; carbon management initiatives; and trade policies. The VP reports directly to the Executive Director.
Essential Functions:
- Develop and oversee implementation of organization-wide strategies to advance clean technology manufacturing and industrial transformation, including investment, procurement, and trade policies.
- Lead cross-team strategy, manage staff and projects, build partnerships, develop policies, and oversee advocacy efforts to advance key programs, including: BGA's work to ensure that the industrial investments in the Inflation Reduction Act, Bipartisan Infrastructure Law, and CHIPS and Science Act deliver good union jobs, reduced emissions, strong supply chains, and equitable benefits for hard-hit communities; BGA's Buy Clean initiative and work on related procurement and domestic content policies to support clean domestic manufacturing; BGA's work to advance carbon management policies that support high-road labor, equity, and environmental standards; and BGA's work to develop trade policies that foster climate action and good manufacturing jobs across borders.
- Supervise 4-5 staff and direct and coordinate the industrial work of staff across federal policy, research, communications, and field teams while working with state policy staff to align state and federal industrial policy objectives.
- Work closely with BGA partners and allies to bridge differences, build alignment, and convene joint advocacy efforts on industrial policy priorities.
- Develop relationships with and educate key federal policymakers to advance related legislation and administrative policy at the federal level.
- Develop and review public messaging and materials, including letters, policy memos, technical comments, white papers, reports, presentations, videos, and press and online materials.
- Serve as a public spokesperson for BGA's industrial policy priorities, including via press interviews and public speaking, working with the Communications team.
- Build relationships with select funders, work with the Development team to solicit and secure program and broader BGA funding, and work with the Finance team to manage related budgets.
- Work with the VP for Legislation & Federal Affairs, VP for State Affairs, VP of Health Initiatives, Deputy Director, and Executive Director to support and inform organizational priorities, provide strategic guidance and policy insight, and coordinate across work portfolios.
- Ensure regular communications and updates on BGA initiatives among staff and partner organizations.
- Other duties as required.
Requirements:
- Bachelor's degree required, master's degree preferred, with at least 10 years of prior work experience in policy, advocacy, or business.
- Experience/knowledge working on issues related to climate change, manufacturing, industrial policy, public investment, trade, procurement, and/or labor issues is a plus.
- Experience working either directly for or closely with legislative and/or executive branch offices.
- Experience crafting advocacy strategy, developing policy proposals, writing persuasive educational materials, lobbying legislators and staff, and mobilizing key constituencies.
- Experience in speaking with the press and speaking at public events.
- Ability to travel periodically when health and safety allows.
- Ability to use various technology platforms utilized by BGA including Microsoft programs, payroll systems, and any future programs as required.

Job Information: Salary range, $140,000 - $155,000, annually, exempt. The position will be based in Washington D.C. (Hybrid), with periodic travel expectations (up to 15% travel).
