Provides a broad range of human resources services in line with business objectives, strategic goals, and HR initiatives. Will serve as a consultant and business partner to managers, employees, outside agencies, and others on all HR-related issues. Assists managers and employees in understanding and applying HR tools in order to maximize employee performance, achieve organizational effectiveness, improve employee engagement, and ensure legal compliance. Services provided may include employee relations, recruitment and employment, compensation, training, and special projects.

Areas of Responsibility: 
  • Provide assistance and guidance to managers/supervisors on employee relations issues; investigates and resolves employee relations issues as required.
  • Respond to employee inquiries regarding company policies, procedures, and programs.
  • As needed, conduct formal and informal counseling of employees in support of supervisors. Witness and record employee responses to counseling.
  • Manages employee relations issues including the disciplinary action process and investigations.
  • Manages employee leave of absence policies and procedures.
  • Manages full spectrum worker’s compensation process.
  • Assist with the development of policies and procedures.
  • Respond to UI and wage claims and employment verifications.
  • Ensure compliance with state and federal labor laws and regulatory requirements.
  • Manages Benefit Administration and open enrollment; ensure accuracy and timeliness of reporting and reconciliation in coordination with payroll and accounting department
  • Oversees COBRA Administration
  • Interview, hire, and administer contract/temporary employees, including maintaining vendor relationships and processing and tracking payment.
  • Administer mandatory Sexual Harassment Training per state and federal laws.
  • Administer member background checks quarterly.
  • Coordinate and/or conduct management/field training in the areas of interviewing, performance management, performance appraisal process, safety, and harassment and discrimination.
  • Ensure the timely dissemination of appropriate and required employee-related information to management staff and to corporate human resources on such subjects as educational opportunities, employee participation in educational programs, changes in company policies and procedures, etc., monthly reports and other reports as needed.
  • Develop/participate in safety programs (office, facility and program) and ensure compliance with IIPP Program.
  • Responsible for complying with proper internal controls as necessary to conduct job functions and/or carry out responsibilities and/or administrative activities at Company.
  • Monitor external human resources activities and trends.
  • Stay abreast of wage and hour laws. Communicate findings and ensure compliance
  • Regular and reliable attendance.
    Ensure support operations represent the YMCA in a positive manner. Ensure phones are answered messages communicated; members and customers are handled appropriately. Ensure administrative support is available for other duties that may arise.
  • Build professional relationships and recommend, identify and participate in recruiting individuals who may be potential campaign leaders.
  • Ensure compliance to established procedures, policies, safety standards and housekeeping standards.
  • Maintain open communication with the leadership, related staff, volunteers and participants significant others and applicable community members
  • Perform other duties as assigned.
  • Carries out all responsibilities in an honest, ethical, confidential and professional manner.
Educational Background: 
High school diploma or equivalent required. Bachelor’s degree in Human Resources Management or Business Administration required or four years experience in Human Resources position may substitute for degree.
Skills/Experience: 

The following are the minimum qualifications which an individual needs in order to successfully perform the duties and responsibilities of this position. Please note that the minimum qualifications may vary based upon the department size and/or geographic location.

  • Not including the four years experience substitution for degree, 3-5 years of additional experience in Human Resources Management required.
  • Must have experience in the HR role as a Generalist or in the Employee Relations capacity.
  • Must have strong interpersonal skills and the ability to effectively interact with all levels of employees.
  • Knowledge of multi-Human Resources discipline required.
  • Ability to analyze data and provide recommendations based on best practices in line with Association policy. PHR or SPHR (Professional in Human Resources) certificate preferred.
