The Executive Director, Before and After School Enrichment leads the day to day operations of all before/after school operations (serving over 2,000 children per day) as well as lead strategic growth plans, associate development, regulatory / certification compliance, long range strategy, and program development. With a foot print that encompasses all of Hillsborough County, this position is responsible for the overall fiscal and programmatic oversight as well as relationship management and cultivation with existing and future partners and stakeholders. This position will also supervise the Director of Early Head Start operations. The Tampa Metropolitan Area YMCA/EHS is a delegate agency of the Hillsborough County Board of County Commissioners. Currently supporting 18 independent providers and 80 children.
Success in the role will require strong leadership and relationship building skills, a well-rounded functional skillset, and superior management acumen.
Program & Operational Quality/Growth
- Ensure the implementation of high quality before &after school enrichment and Early Head Start programming that meets/exceeds the expectations of all stakeholders, internal performance goals, and regulatory / compliance requirements.
- Foster a climate of innovation and resolve problems to ensure member/program participant satisfaction for before / after school enrichment and all product lines
- Create a student-focused, team building culture and models relationship building skills in all interactions
- Foster a climate of trust, reliability, problem resolution to ensure stakeholder, associate, parent, and student satisfaction
- Develops and executes short and long-term plans for the expansion of program sites and services
- Create and sustain business partnerships (e.g., new sites, new partners to support programmatic goals)
- Assesses and creates operational systems to maximize program efficiency and reduce costs by utilizing data from multiple sources to inform decision-making
- Understands, communicates, and actively monitors the constantly-changing licensing requirements, and all other relevant State of Florida Department of Education & Department of Social Services policies and procedures. Ensures that both subordinate team and senior leadership are aware of the impact of these regulations
- Ensure that all program operations are consistent with the Y’s procedures, including emergency preparedness, risk and quality management, purchasing, human resources, accounting and other such systems
- Lead/support strategic leadership initiatives for the Association i.e. Cross Functional Teams, Innovation Teams, Oversight Committee, Strategic Planning, Special Events
- Develop and monitor outcome measurements and program deliverables (KPI)
- Be responsive to emergencies 24 hours a day, and travel across the region for operational management, including on-site presence in managing major operational issues
Development/ Fundraising
- Represent and promote the Y in the local community by developing positive working and collaborative relationships with other organizations, businesses and governmental entities
- Assume a leadership role in the Association Annual Giving program as well as support on going cultivation efforts of prospective donors
Fiscal Management
- Develop, manage, and monitor operating budgets and enrollment goals to meet or exceed targets; initiate and manage adjustments to operations to ensure adherence to the budget
- Ensure compliance with all grant requirements related to Early Head Start, School Readiness, and other external and/or third party funders for Youth Development Enrichment programs.
Team Leadership
- Recruit, hire, train, develop, retain, and lead Y associates, supported by the organization’s human resources department; review and evaluate associate performance; develop strategies to build an exceptional culture and to motivate the Y’s associates and volunteers to achieve their goals
- Foster relationships with all product lines, peers and colleagues – leverages talent within organization to aid in goal achievement
- Work collaboratively with all of the Y’s Youth Development leadership team to support the high-quality development and delivery of the Y’s significant Youth Development programming across the region
- Attend and actively engage in certification / leadership programs, conferences, meetings, and events as directed by supervisor
- May be required to provide leadership over other product lines as assigned by supervisor
- Direct supervision of business Y operations (Associate Executive, Executive, or Operations Director Level) that exceeds $1M in operating revenue
- Experience in leading large multi-site licensed youth development (after school) operations exceeding 1,000 children
- Ten or more years of experience in licensed child care and/or educational programming management, employee supervision and professional development, and budget accountability
- Experience in thoughtful, collaborative and strategic growth via partnerships, acquisitions and organically.
- Knowledge of State of Florida Department Licensing requirements
- Knowledge and experience of the Y (local and/or nationally) highly preferred
- Ability to exercise appropriate independent judgement, to assess data, facts and issues, and make non-routine decisions regarding day-to-day operational problems and concerns
- Highly effective team building and team leadership skills
- Y Organizational or Multi-Team Leader certification preferred;
- Ability to quickly build rapport and develop effective relationships with members, volunteers, program prospects and others to achieve goals.

Certifications/Trainings Required:
- Must obtain within 30 days of employment and then maintain current certifications in CPR, First Aid, AED and Oxygen Administration.
- Maintain other required certifications as stated in the training matrix.
- 50%-75% local travel required
