General Summary

The Director of State Affairs will serve as specialized staff member for state government affairs in Florida. Direct and manage state-level governmental affairs efforts in the state.

The position can be performed in any major city in Florida however incumbent must be able and willing to be in Tallahassee for Florida legislative Session and Committee Weeks.

Will report to the Vice President of Public Policy.

Essential Job Functions

  • Identify and create legislative and regulatory Champions in the state of Florida for Alzheimer's initiatives.
  • Help design and implement a strategy to engage state legislators as Alzheimer's policy champions. 
  • Build relationships and champions in the state executive branch, to lead the Association's priorities, including the cultivation and education of these champions regarding the Association's agenda.
  • Track, identify and communicate the impact of proposed or current legislation that is pertinent to Alzheimer's Association's public policy priorities or that will help further Alzheimer's Association policy initiatives. 
  • Cultivate, maintain and broaden relationships with key stakeholders and agency heads in the state including the Department of Health (DOH), Department of Children and Family Services (DCF), the Department of Elder Affairs (DOEA), and American Health Care Association (AHCA). 
  • Cultivate, maintain and broaden (as well as directly lobby) relationships with state legislators on behalf of Alzheimer's Association's priorities.  
  • Provide staff leadership for the development of public policy goals at the state level in collaboration with the national public policy office and VP of Public Policy.
  • Attend and help organize annual state planning day each year.
  • Coordinate the implementation of state public policy goals such as development of the state platform/priorities and key strategies.
  • Monitor and disseminate information regarding proposed Florida regulatory actions and government grant opportunities of interest to the Alzheimer's Association.
  • Lobby to achieve state-level public policy priorities, including working with the state legislature and state agencies; including the public health department, as appropriate.  
  • Work closely with the Department of Elder Affairs and the Dementia Care and Cure Initiative (DCCI) and Alzheimer's disease Initiative (ADI) as directed to further relationships and Alzheimer's policy priorities.
  • Bring forward and report any important state issues and priorities on behalf of the Alzheimer's Association to key state agency stakeholders and legislators as directed.
  • Assists public policy advocacy staff in statewide advocacy as directed by the VP of Public Policy.
  • Do visits/correspondence/electronic correspondence, particularly with respect to identifying opportunities for grassroots involvement on state issues.  Work closely with the public policy staff in the state.
  • Monitor committee meetings and legislative action during the state legislative session as well as in between sessions.  
  • Work closely with any outside firms/lobbyists on state issues of importance and in support of the Alzheimer's Association State of Florida Public Policy priorities. 
  • Provide a regular update of state legislative and regulatory issues pertaining to the Alzheimer's Association to the VP of Public Policy and public policy staff in the state on a periodic basis.
  • Assist and collaborate with chapter communication staff to coordinate media outreach that promotes the Association's state policy agenda.
  • Develop alliances and coalitions with similar organizations in order to advance issues of importance to the Association at the state level.
  • Represent the Association at public forums, conferences, state task forces, government agencies, etc. on state public policy issues as needed.
  • Know, understand  and advocate  for the Association's position on federal and state policy as directed
  • Know the Purple Ribbon Taskforce (State of Florida Alzheimer's Plan) and provide updates and or key initiatives the Alzheimer's Association can engage, spearhead, support or partner on.
  • Assist in planning, coordinating and hosting our annual state advocacy day.
  • Train state-level advocates
  • All other duties as assigned.

Minimum Requirements

  • Bachelor's degree.
  • Three to five years of state-level government affairs experience, preferably in Florida State, or related experience in a government affairs position
  • Registered Lobbyist in the state of Florida or be willing to be registered
  • Understands and is familiar with legislative and regulatory process
  • Strong and extensive experience in volunteer recruitment and management, and coalition building.
  • Have current contacts within the state of Florida legislature, and/or potential partners and government agencies desired.
  • Strong negotiation skills
  • Familiar with senior/elder issues.        
  • Outstanding verbal and written communication skills.
  • Detail oriented, adaptable, organized and able to successfully manage multiple projects and tasks.
  • Proven self-starter with excellent judgment and careful attention to detail.
  • Must be proficient in Microsoft software applications, Google applications and donor software systems.
  • Ability to work effectively with diverse populations with a high level of integrity, diplomacy and initiative.
  • Ability/willingness for frequent travel across the state territory including some evenings and weekends. Estimated travel of 30-60%, depending on where incumbent will be based.
  • Must be able to lift up to 25 pounds.
  • Must possess valid driver's license, good driving record, access to reliable vehicle and proof of automobile insurance.
