The CFT is the California affiliate of the AFT, AFL-CIO representing education workers in public and private schools and colleges, from early childhood through higher education.

The Legislative Representative promotes the CFT legislative program, advocates on behalf of and defend the interests of CFT members, and assists in developing and implementing the legislative program of the Federation. Participates in the formulation, placement and enactment of certificated and classified employee legislative proposals.

The Legislative Representative works with committees and councils of the CFT to formulate policies and positions on legislation, and work to keep CFT constituent groups informed on the progress of legislation. Prepares written, verbal and electronic reports for the governing bodies of the CFT, constituency groups, CFT publications and Web site. Represents the CFT before the Legislature, departments and agencies of state government, and at meetings of other organizations.

Qualifications and experience

  1. Understanding of the critical issues and problems facing public education in California and the nation
  2. Knowledge of the California legislative process.
  3. Strong written, communications and analytical skills
  4. Ability to persuade policy makers and legislators to move public policy in favor of CFT members' interests.
  5. Current California driver’s license

Duties and Responsibilities:

  1. Work with committees and councils of the CFT to formulate policies and positions on legislation
  2. Prepare legislative reports for distribution to and discussion with committees and councils of the Federation
  3. Prepare, draft and take responsibility for progress of assigned legislation
  4. Lobby members of the Legislature to secure votes for or against legislation affecting members of the CFT
  5. Work with other branches of state government to secure support for, or opposition to, legislation
  6. Represent the CFT in public hearings, forums, conferences and other meetings of legislative bodies, government department and agencies, and other organizations
  7. Prepare written reports and articles for publication in print and electronic media
  8. Assist in preparation for and implementation of Federation Lobby Days
  9. Regularly update progress of legislative bills being tracked by the Federation
  10. Write correspondence relating to legislation and the Federation’s legislative program
  11. Work with CFT staff, local unions and regional councils to develop grassroots programs to support the Federation’s legislative agenda
  12. Coordinate legislative efforts with other Federation departments to maximize the effectiveness of the legislative program
  13. Work with the California Labor Federation, AFL-CIO, and other unions to promote the interests of CFT members
Skills/Experience: 

Knowledge, Skills, and Abilities:       

  1. Knowledge of the California legislative process
  2. Broad general understanding of the critical issues and problems facing public education in California and the nation
  3. Knowledge of California school finances and the state’s budget process
  4. Familiarity with the California Education Code
  5. Knowledge of laws and issues affecting certificated and classified employees
  6. Knowledge of and experience in the American labor movement, its structure, philosophy and goals
  7. Knowledge of California and national politics and political parties
  8. Ability to make public presentations to audiences in a range of venues
  9. Ability to write clearly and lucidly
  10. Ability to secure relevant information and solve problems
  11. Ability to make decisions, render judgments and take appropriate action with minimal supervision
  12. Ability to work independently and with minimum supervision
  13. Ability to work as part of a team and in coalitions
  14. Ability to work in high pressure environment
  15. Ability to work rapidly and accurately during peak periods of activity
  16. Ability to strategize, plan, organize and prioritize activities
  17. Ability to take charge, direct, develop and coordinate activities
  18. Ability to make persuasive arguments
  19. Ability to design and present training sessions
Compensation/Benefits: 

$92,311.00 to $128,994.00 (Steps 1 – V on step schedule), depending on qualifications and experience, plus benefit package including health, dental, vision, and retirement program
