Under direction of the Executive Director, the Director of Finance and Administration administers all financial and human resource requirements of SEARCH. Generates data to inform the Executive Director and Program Directors of pertinent financial matters. Prepares financial documents required by federal, state, and local government agencies. Manages the Human Resource function of SEARCH.
Financial Matters
- Plans, organizes, and directs staff to provide financial support.
- Administers the SEARCH system of financial accounting and record keeping.
- Prepares for the annual financial audit and coordinates with the CPA auditors.
- Prepares budgets for SEARCH projects.
- Works with Program Directors to support planning activities and to assist with financial management and resource allocation of projects.
- Advises the Executive Director on financial policy matters, including the implication and application of corporate policy to proposed programs and projects and in overall corporate planning.
- Provides financial information on organization's operations to corporate officers and the Board of Directors on semi-annual basis.
- Administers and issues monthly finance reports to the Executive Staff and Program Directors.
- Directs the preparation of and implementation of budgetary adjustments as necessary.
- Maintains continuous control of cash flows.
- Plans, monitors, and recommends controls over the expenditure of all funds.
- Negotiates with the federal government for the annual provisional and final indirect cost rates.
- Assesses the financial viability of proposed initiatives.
- Invests temporary operating cash surpluses.
- Oversees filing of quarterly and annual financial reports to federal, state and local government agencies (e.g. federal and state income tax, FICA, State Unemployment, Workers’ Compensation, California Attorney General's Office of Charitable Trusts, expenditure reports to funding agencies, etc.).
- Implements appropriate financial and accounting technologies to proactively document and manage financial issues.
- Reviews contracts,including contracts with consultants, leases, and contracts with conference/site providers.
Human Resources
- Oversees the processing of new hires, terminations, promotions and salary increases, including preparing change memoranda.
- Oversees the maintenance and accuracy of personnel, benefit and recruitment information in the Great Plains software and Human Resources database.
- Examines employee files to answer internal or external inquiries and provides information to authorized persons.
- Administers annual performance review and compensation increase processes.
- Works closely with supervisor on legal issues, EEOC complaints, and employee relation issues.
- Oversees employee benefits programs (Medical – HMO/PPO, dental, life, disability, 401k, cafeteria program and other employee-paid benefits), to include plan renewals, staff eligibility and enrollment, change reporting, approving invoices for payment, and communicating benefit information to employees.
- Administers insurance policies maintained by organization relating to worker’s compensation and unemployment insurance.
- Manages workers’ compensation, unemployment and disability insurance, claims reporting, and resolution.
Administration
- Oversees procurement of furniture, equipment and supplies and manages inventory.
- Other duties may be assigned.
Required Education & Experience: Bachelors Degree in Business. MBA or CPA preferred. Five years experience in similar position with similar specific responsibilities desirable. Direct experience with federal grants required..
Thorough knowledge and skills in applying principles and practices of procurement, budgeting, accounting and general business; ability to plan, organize, coordinate and direct the activities of a staff providing financial support to the SEARCH’s program efforts; ability to develop staff capabilities and make the most effective use of their skills and training; ability to direct the preparation and administer control of a budget; ability to interpret and apply pertinent Bylaws, policies and rules; understanding of the SEARCH’s principles, practices and structure; ability to work effectively with SEARCH staff, and others with whom the SEARCH is directly or indirectly related; ability to analyze problems accurately and make sound decisions promptly, and adopt effective courses of action; ability and willingness to delegate authority and fix responsibility; and ability to speak and write effectively.
