Context: Plans and implements the strategies and activities at the state level in Virginia.

Scope: The Campaign and Policy Director is responsible for the planning, coordination and implementation of the Virginia Chapter’s priority campaign strategies and activities in Virginia. Collaborates with and coordinates campaign activities with national Sierra Club, the Virginia Chapter, volunteers, and appropriate staffing resources. Develops strategies, implements state-level work plans, communicates priorities and benchmarks, provides leadership, promotes participation and reports on campaign effectiveness. Represents the Sierra Club to government officials, the media, business and community leaders, allies and other organizations, and the public. 

Areas of Responsibility: 
  • Plans, oversees and carries out activities for the Virginia Chapter priority campaigns.   Facilitates the development of strategic campaign plans, goals and objectives for Virginia. Implements the state level aspects of a strategic campaign. Collaborates with Sierra Club’s national campaign staff, Environmental Law Program, Chapter, Communications Department, Organizing and On-Line Organizing Capacities, Sierra Club’s programs including but not limited to Environmental Justice, Labor, Partnerships, and volunteer leadership to ensure the execution of a Virginia-based campaign to move the state off of dirty fuels to renewable energy and energy efficiency.
  • Provides professional expertise, guides and supports staff and volunteers.  Provides conservation training and motivation to staff and volunteers.
  • Works to develop and ensure that volunteers assume meaningful roles in the program/campaign.
  • (In conjunction with Chapter Conservation Chair and Legislative Chair) develop and update the Chapter’s 3-year strategic conservation objectives and strategic plans to reach those goals. 
  • Works with appropriate Virginia staff, lead volunteers, committees, and campaign teams to develop, track and update campaign plans with concrete goals, strategies and short term action plans.
  • Guides organization on budget, staffing, and contracting needs to advance its conservation goals. 
  • Lobby on Priority Campaigns in Richmond, and support for local/county issues as appropriate (in conjunction with Legislative & Political Director).
  • Advises on and coordinates media outreach activities related to campaigns/programs (in conjunction with organizers). Serves as Sierra Club spokesperson to media outlets and promotes volunteer media exposure as needed.
  • Writes, edits, and reviews educational and advocacy materials as needed (in conjunction with Communications Coordinator).
  • Represents the Sierra Club to the general public and to strategic allies.
  • Assists with donor communications, cultivation and solicitation under the direction of Virginia Director, Development Associate, and/or National Advancement staff.
  • Reports on progress toward established goals and the effectiveness of campaign strategies.
  • Advocates the Sierra Club position on proposed legislation involving energy issues; informs and communicates with elected officials, business leaders, governmental agencies, and other non-profit organizations as needed.
  • Assists in the formulation of grassroots campaign and coalition activities in support of legislation at the local and state level.
  • Works on task forces, committees, coalitions, etc. representing the Club's objective or mission as determined by supervisor.
  • Supervises and manages Chapter Organizers.
  • Assists with writing Chapter grants to support campaign/program priorities.
  • Handles miscellaneous projects and duties as assigned by the Chapter Director.
Educational Background: 
B.A./B.S. degree in an environmental or related field, or the equivalent combination of education and experience.
Skills/Experience: 
  • At least 5 years experience in the planning and implementation of campaigns, which includes strategy, organizing, media relations and contacts with political and business leaders.
  • 3-5 years management/personnel supervisory experience
  • Expert knowledge of energy solution issues. Knowledge of renewable energy industry and economics.
  • Excellent demonstrated written and oral communication skills. Demonstrated public speaking and media presentation ability.
  • Demonstrated ability to work effectively with volunteers.
  • Valid driver’s license, satisfactory driving record, and proof of auto insurance required.
