The Finance and Compliance Manager is responsible for the financial management, operational risk management and business systems services for the Oregon Chapter ($14 million budget, 70 staff).

Areas of Responsibility: 

As a member of the Operations and Communications Department, the Finance and Compliance Manager is responsible for managing all financial activities for the Oregon Chapter.  This position will report to the Deputy Director, Operations and Communications and supervise the Finance Administrator.  Duties are highly confidential and require broad comprehensive knowledge of TNC policies.  

Core activities include but not limited to:

  • Management, maintenance and reporting of financial data 
  • Monitoring of management controls and processes to ensure compliance with TNC policies and procedures, relevant legal and regulatory frameworks, and financial/management best practice.  
  • Full budget life cycle, which includes leading the development of the annual operating budget, mid-year forecasting and year-end closing.
  • Manages administrative aspects of privately funded awards
  • Development and implementation of a financial strategy for the chapter, in collaboration with the Executive Leadership Team
  • Expert analysis and evaluation of financial results and performance.
  • Preparation and reporting on financial health to key audiences (leadership, Board of Trustees, funders, budget managers, colleagues)
  • Development of financial tools, tailored reports and models as required
  • Supervision, work delegation and professional development of Finance Administrator
  • Duties related to the department’s business services, business systems and risk management.  

RESPONSIBILITIES & SCOPE

  • Manages functional activity towards program's strategic goals.
  • Works toward meeting the strategic priorities of the program by developing and coordinating tactics for approved plans, completing and/or overseeing day-to-day tasks.   
  • Implements and manages new initiatives.
  • Manages and implements multiple projects.
  • Responsible for working with philanthropy and conservation teams to ensure comprehensive financial planning for priority strategies.
  • Ensures the programmatic work is collaborative and well-integrated across organization.
  • Works within a budget, negotiating and contracting with vendors.
  • Decisions may bind organization financially and legally.
  • Supervises one or more administrative or professional staff.
  • Ensures programmatic commitments, TNC policies and procedures, financial standards and legal requirements are met and managed for compliance.
  • Reinforces consistency in the organization's policies and procedures and provides support related to relevant field.  
  • May manage or participate in complex negotiations.
  • Reports to leadership on activities.
Educational Background: 
Bachelor's Degree in Finance, Accounting or Business Administration and 5 years' related experience or equivalent combination.
Skills/Experience: 
  • Experience with accounting principles, practices and regulations.
  • Experience recruiting, supervising and developing staff.
  • Experience with GAAP.

DESIRED QUALIFICATIONS

  • Multi-lingual skills and/or multi-cultural experience appreciated. 
  • Technical expert on complex accounting/financial issues.  Advanced expertise in Microsoft Excel.
  • Experience monitoring for and ensuring compliance with organizational policy, applicable law and regulation, and finance/accounting/management best practice.
  • Experience analyzing a regulatory framework and applying it to the situation at hand.
  • Expert knowledge of GAAP and/or relevant regulatory framework.
  • Experience evaluating the adequacy and effectiveness of management controls; interpreting guidelines and analyzing factual information to adapt or modify processes as needed.
  • Ability to resolve complex issues independently within program area.
  • Experience acting as a resource to others to solve problems.
  • Experience with government regulations related to grants or contracts, including working with applicable U.S. Federal government circulars (OMB Circulars A-110, A-122 and A-133, state and local regulations, and standard contract clauses.
  • CPA or CIA may be preferred.
