This executive leader enables the YMCA of Columbia-Willamette to achieve our mission by providing strategic leadership to attract, develop and retain the best available talent. The Chief Human Resources Officer is responsible for development and implementation of talent management and human resources policies, plans and services, including recruitment, selection, legal compliance, employee benefits, compensation, and employee relations; creating alignment through diversity and inclusion, employment practices and procedures, and employee communications. This position reports directly to the Chief Executive Officer and is a member of the association’s Strategy Cabinet.

Areas of Responsibility: 
  • Provides leadership and consulting support to executives and management on matters of reinforcing culture, setting goals, developing policy, and implementing strategic objectives. Participates in strategic planning for the organization.
  • Oversees talent acquisition and management, including recruiting, training, staff training and leadership development, retention, recognition, employee communication and career development. Assesses and evaluates training and development needs relevant to the association’s strategies and programs.
  • Serves as a resource for growth initiatives and participates as a leader/member of various committees and leadership groups. Attends meetings of the association’s Board of Trustees.
  • Develops and leads an effective team of human resource professionals to support the mission and culture while achieving strategic and operating plan goals; prepares and manages associated budgets.
  • Develops performance management and appraisal programs that promote continuous improvement initiatives that increase satisfaction for employees, members, participants, and volunteers. 
  • Manages compensation and benefit programs, including job description and classification, salary structure and range adjustments. Designs benefit plans, communication, enrollment and administration. Assesses the competitiveness of human resources programs and practices against the relevant markets and drives initiatives for improvements and changes.
  • Ensures that the HR team remains current with employment laws and regulations. Maintains an effective program of compliance related to human resources and manages relationships with compliance agencies and YMCA legal counsel.
  • Delivers accurate and actionable HR information for the benefit of employees and the organization. Ensures timely and accurate submission of data requested by internal and external stakeholders.
  • Works as assigned with committees of the board to build volunteer relationships, develop and implement strategies for improvement, and meet the related needs of the board.
Educational Background: 
Bachelor's degree in business, human resources or equivalent; Master’s degree preferred.
Skills/Experience: 
  • Eight or more years of professional experience in all aspects of human resources management and organizational development and/or equivalent combination of education and experience.
  • Knowledge and professional experience in planning, policy, talent management, selection, compensation, benefits, training and organizational development, and employee relations.
  • Ability to communicate effectively to diverse groups of people from all social and economic segments of the community.
  • Current knowledge and understanding of regulations, industry trends, current practices, new developments, analytics, and applicable laws regarding human resources.
  • Proficiency in business and human resources related computer applications, which may include talent management systems, time and attendance systems, etc.
  • Senior human resources certification preferred (SPHR or equivalent); additional professional certifications in relevant areas will also be considered.
Compensation/Benefits: 

Salary: $70,000.00 - $85,000.00
