Develop and implement federal government relations strategies and actions to achieve The Nature Conservancy’s conservation and public policy goals. Serve as liaison and informational contact between The Nature Conservancy and federal agencies, the Congress, businesses and/or private groups. Plan, implement, and coordinate programs to affect federal government actions and policies to further the Conservancy’s mission. Duties include daily contact with local and federal officials representing or based in Oregon on matters pertaining to administrative, legislative matters, related to public funding for conservation, federal environmental and wildlife laws, and deepening their understanding of Conservancy’s mission and programs, both in the U.S. and globally.  Advise and engage the State Director, Chapter Trustees, the External Affairs Director, Conservation Program Director, and Conservation Program staff, and other members of the Government Relations staff at the state, regional and national levels to develop and implement strategies.

Educational Background: 
Master’s degree in environmental studies, environmental policy, or law,
Skills/Experience: 
  • 5 years of federal government relations & conservation lobbying experience. Must have 5 years of experience with: federal lobbying and advocacy; research & analysis of federal laws, policies, and programs;  presentations to elected officials and outside organizations; compliance with federal lobbying laws and regulations including maintaining, reporting, and tracking the federal lobbying activities; and multiple (at least 4) multi-party negotiations designed to achieve policy outcomes with diverse stakeholder groups. Must have 4 years of experience with: federal environmental and wildlife laws, policies and programs including congressional appropriations for conservation programs including Land & Water Conservation Fund, forest health policies, U.S. Endangered Species Act, National Environmental Protection Act, U.S. commitments to international climate and wildlife policies including the United Nations Framework Convention on Climate Change and Migratory Bird Act; executive managers and staff of federal agencies and other public officials including: U.S. Department of the Interior, Bureau of Land Management, U.S. Fish & Wildlife Service, National Park Service and other federal agencies; U.S. Department of Agriculture, U.S. Forest Service, Natural Resource Conservation Service and Agriculture Research Service and related agencies; National Oceanic and Atmospheric Administration, U.S. Army Corps of Engineers, U.S. Environmental Protection Agency; Testimony preparation at congressional hearings and organizing congressional briefings on conservation topics; preparing written documents and memorandums pertaining to environmental and wildlife conservation policies and laws at the federal level; and advancing at least 10 biodiversity conservation outcomes. Must have 3 years of experience with: Oregon’s congressional delegation and staff; advocacy strategies & strategic communications including advising on action alerts, press statements, dear colleague letters to congressional offices and the Executive Branch;  and designing, implementing and directing multiple (at least 8) complex wildlife and landscape level policy goals that are considered to conflict with economic outcomes involving diverse stakeholder interest groups needing unique and novel solutions leading at least one coalition to achieve a federal conservation policy outcome. Must have 2 years of experience with nonprofits boards and engaging board members on advocacy and legislative matters. 40% travel required (25% regional & 15% to DC).
