WWF Cambodia is seeking a Project Manager. The proposed two-million dollar USAID-funded FLAGSHIP project over three years will have a focus in Cambodia’s Eastern Plains Landscape, where activities will continue to build on U.S. investments and lessons learned from previous activities. Activities will focus on the improved management of Eastern Plains with a range of appropriate activities taking place at the sub-national level along with strategic investments at the national level with various ministries and institutions. This comprehensive activity will focus on biodiversity conservation, strengthening the governance and polices related to the Eastern Plains, and increase sustainable economic growth at the sub-national level.
The Project Manager will plan, coordinate and oversee project activities of the FLAGSHIP Project. The Project Manager manages a team of people, oversees project activities, grants and consulting contracts, and collaborates with government across the region in accord with USAID/Cambodia WWF field operation regulations.
- Develops work plans and budgets for approval by WWF and USAID/Cambodia. Ensures that the project is making progress towards its objectives.
- Manages the project and project team using a participatory, adaptive management approach. Ensures that management systems are established and administers the project accordingly. With support from WWF, ensures that the project is in compliance with donor policies and regulations. Responsible for managing contractual agreements with project participants.
- Work with Landscape Manager and relevant colleagues based in Pnom Penh to ensures that the project is well coordinated with the Cambodia Ministry of Environment and related departments and other related USAID projects within project location/country. With support of the financial manager, develops project field budgets for approval by WWF and monitors expenditures against budgets. Ensures establishment of financial management systems for the project to adequately meet financial management needs and donor regulations/ policies. Develops accounting and administrative procedures, standards and policies. Monitors financial management of projects. Prepares and submits quarterly financial reports to WWF.
- Determines the personnel requirements of the project and oversees the recruitment, selection and hiring of personnel. Supervises personnel and evaluates performance (AIMS). Develops terms of reference, prepares consulting agreements for consultants, facilitates work, and provides oversight of short-term consultancies.
- Work with HR Manager to identify training needs and development opportunities for supervised staff, provide inputs to identify training needs
- Provides technical oversight and assistance. Identifies needs for technical assistance.
- Oversees the M&E system for the project. Monitors project implementation and identifies and plans for evaluation needs.
- Establishes and maintains good working relationships with project participants, project stakeholders, beneficiaries and other relevant organizations including government partners and USAID personnel.
- Closely coordinates project oversight and provides regular updates to project manager based at WWF-US.
Education and Qualification
- Thorough understanding of socio-economic, conservation and development issues in Cambodia
- Knowledge of the policy/institutional context related to conservation and the government agencies, development partners, donor institutions, and the not-for-profit sector
- Excellent understanding of development partnerships, fund-raising, donor strategies, functions, governmental and international relations
- Knowledge of M&E systems
Experience and skills
- 5 years of practical experience in leading and managing programs or projects, preferably at least 2 years of which has been in Cambodia or other Southeast Asian country
- Proven experience of managing programmes funded by a diversity of sources including governments and aid agencies, private sector donors
- Experience of working in multi-cultural environment and international organisation
