Save the Children (SC) is leading the USAID-funded Community Action on Zika (CAZ) project to minimize Zika-related neurological disorders and facilitate care for children who may have been affected by Zika, through community-based strategies in Colombia, Dominican Republic, El Salvador, Honduras, and Nicaragua, in partnership with the International Federation of Red Cross and Red Crescent Societies (IFRC). The Project Director (PD) will be the principal representative of the project, ensure adherence to the overall technical and programmatic quality of project implementation, compliance with USAID rules and regulations, and timely submission of all deliverables to USAID. The PD will also be responsible for overall direction, management, and coordination of activities of IFRC, directly supervise the SC Regional CAZ team, and provide dotted-line supervision to the Project Coordinators in four countries.
Areas of Responsibility:
Project Management, Planning and Monitoring (50%)
- Lead overall management and implementation of a multi-million dollar USAID-funded project.
- Lead project development and planning activities, including budget planning.
- Ensure that an effective monitoring and performance management system is in place for achieving prior agreed targets in relation to program activities, budget allocations, and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor.
- Lead and work with Country Project Coordinators, partner technical staff, and others to develop and implement country annual plans and budgets.
- Lead and work with country teams, USAID Missions, and partners during program design, annual work planning and budgeting; and review and approve country work plans and budgets before submission to USAID.
- Provide remote management, performing field visits as needed, to monitor the implementation and give technical support to country teams and to ensure quality and consistency in programming across target communities and countries.
- Provide technical guidance to program staff, government officials and partners to coordinate and manage the evaluative elements of the project, such as annual, mid-term, and final reviews, and strategy meetings.
Coordination and Team Management (30%)
- Lead Regional CAZ Team, ensuring regular team meetings are taking place and facilitating communication and coordination.
- Ensure regular coordination meetings between Country Project Coordinators, partner staff, and technical staff.
- Coordinate visits of members, donors, and/or others to the projects.
- Identify capacity and quality gaps and work with the technical staff to build the capacity of the country teams and improve quality of program implementation.
- Work collaboratively with other project team members of Save the Children and IFRC to ensure necessary program planning, development, resource availability, and management activities function smoothly and efficiently.
- Circulate and organize relevant literature on Zika.
Foster Strong Relationships (10%)
- Develop and maintain strong and positive relationships with USAID Missions.
- Represent the CAZ project in meetings, groups, and technical fora, creating and managing strategic external partnerships.
- Support project staff and country teams in maintaining strong and positive relationships with USAID Missions and host country governments.
- Facilitate communication flow and catalyze sharing of essential information among field staff, program staff, technical staff, and IFRC/National Societies and USAID and other partners.
- Support country teams in problem solving.
- Navigate partner challenges in a transparent manner to support the success of the country programs and teams.
- Keep the Regional Director, SC Health Advisors, IFRC leadership, and SC Country Directors apprised of issues that may affect implementation of country programs or that need resolution.
- Supervises regional project staff. Oversees the hiring process of senior project personnel.
Child Safeguarding (5%)
- Understand the provisions of the Child Safeguarding Policy, Code of Conduct and Local/Country Procedures and conduct oneself in accordance with the rules of the Child Safeguarding Policy, in personal and professional lives – which includes reporting suspicions of child abuse.
- Ensure that all project activities carried out are considered in relation to prevention of sexual exploitation and abuse and handling of serious complaints in line with the child safeguarding policy.
General (5%)
- Comply with Save the Children policies and practice with respect to code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.
- Perform other duties as assigned by the Regional Director.
Educational Background:
Bachelor´s degree in Medicine, Nursing, Public Health, or related field is a requirement.
Skills/Experience:
- Minimum of seven to ten years’ experience with progressively increasing responsibility in managing and implementing complex public health programming in developing countries with projects of similar size and scope.
- Experience managing large scale USAID funded project(s) at a senior level and managing sub-recipient partners.
- Five years’ demonstrated experience at mid- or senior level in the following areas: maternal health, family planning/reproductive health, community health, and vector control. Demonstrated experience in two of the following areas: quality improvement/quality assurance; community health, development and M&E.
- Excellent oral and written communication skills in English and Spanish (professional level proficiency).
- Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.
- Demonstrated hands-on experience in building community and Ministry of Health capacity to provide quality health services.
- Demonstrated experience of supervising and mentoring technical staff.
- Familiarity with administrative, management, and reporting procedures and systems.
- Proven track record managing a project team composed of several technical experts, and fostering team work.
- Strong management skills, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project.
- Ability and willingness to travel 25% primarily to project countries.
Preferred Qualifications
- Master´s degree or medical degree in Medicine, Nursing, Public Health, or related field is highly desirable.
- Specific experience with IFRC and SCI is highly desirable.
