Serves as the liaison between the branches and the corporate office with regard to human resources, time and attendance, and payroll. Ensures that related policies and procedures are being followed across the association.Oversees the development and implementation of human resources policies including legal compliance, employee benefits, procedures, and employee communications.

Areas of Responsibility: 
  • Prepares payroll for the association which includes: processing payroll export interface, correcting errors in job code assignments and balancing edits in reports.
  • Responds to association supervisors and employee payroll inquiries in a timely fashion; maintains sensitivity to pay issues and exhibits strict confidentiality with regard to employee information at all times.
  • Prepares & maintains employee files: ensuring all new hire paperwork is received, entering new hire information into Human Resources Information Systems(HRIS), payroll deductions, changes in employee status/ information, terminations, compensation, on-going employment documentation, and employment verification.
  • Ensures information in HRIS is correct and accessible. Develops and extracts reports as needed. Ensures timely and accurate submission of data requested by the EEOC, YMCA of the USA, Department of Labor, etc.
  • Provides training and support for HRIS Software. Stays current on all systems to achieve alignment with association needs and to ensure effective accounting support.
  • Remains current with employment laws and regulations. Assesses human resources programs and practices against the relevant markets and makes recommendations for improvements 
  • and changes.
  • Oversees benefit plan communication, enrollment and administration. Processes employee insurance/ benefit enrollments, changes and terminations; coordinates transfer of information to carriers. Reviews and processes monthly insurance invoices for payment; makes adjustments based on enrollments/ terminations. Coordinates insurance continuation options through COBRA. Oversees benefit open enrollment process for the association.
  • Assists in management and development of HR trainings. Tracks employee training and assists in monitoring certification and recertification requirements.
  • Conducts employee background and fingerprint checks and maintains employee database fields related to these checks. Processes related monthly invoices.
  • Updates employee handbook, employment policies, and forms related to human resources and ensures that current versions are available for users.
  • Manages FMLA and Workman’s Compensation programs: processes requests; works to obtain necessary documentation; tracks benefits in HRIS; processes return to work information.
Educational Background: 
Bachelor's degree in business, human resources or equivalent.
Skills/Experience: 
  • Three or more years of professional experience in all aspects of human resources management and staff development and/or equivalent combination of education and experience.
  • Knowledge and professional experience in planning and policy, talent management, selection, compensation, benefits, training and staff development, employee relations, and performance management.
  • Ability to relate effectively to diverse groups of people from all social and economic segments of the community.
  • Current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.
  • Proficiency in business and human resources related computer applications, which may include talent management systems, time and attendance systems, etc.
  • Human Resources certification preferred; YMCA Team Leader certification preferred.

PHYSICAL DEMANDS

This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bending or standing on a stool as necessary. Exerting up to 10 pounds of force occasionally, and/or up to 5 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects.

The worker may be subject to noise.

  • Ability to:
  • Stand, sitting, stooping, kneeling, and crouching occasionally during the work shift.
  • Walking on a variety of uneven surfaces and climbing stairs occasionally.
  • Receive detailed information through sound as well as express through spoken word.
  • Read and interpret instructions, procedures, manuals, and other documents.
Compensation/Benefits: 

Salary: $35,000.00 - $38,000.00
