NCYL seeks a Director to lead the organization’s Human Resources functions. The position will report to the Deputy Director of Operations and Finance. The HR Director will be based at NCYL’s office in Oakland, CA or Washington, DC, and will support employees and volunteers across all project sites.

Position 

NCYL seeks a Director to lead the organization’s Human Resources functions. The position will report to the Deputy Director of Operations and Finance. The HR Director will be based at NCYL’s office in Oakland, California, and will support employees and volunteers across all project sites. They will be a member of NCYL’s fun loving and energetic Operations Team, which is responsible for human resources, information technology, legal compliance, facilities, and administrative functions. Essential Functions 

  • Oversee all HR functions of the organization, including leading the HR Team and supervising the HR Representative and HR Specialist. 
  • Oversee the process of hiring new staff, including recruiting candidates that help to increase the diversity of NCYL’s staff, clerks, and volunteers. 
  • Ensure employee onboarding is supportive and sets the new employee up for success. 
  • Develop and lead the ongoing training of supervisors, including conducting and organizing trainings, training new supervisors, and supporting supervisors in the performance management of their supervisees. 
  • Lead the process for establishing HR infrastructure projects such as compensation philosophy, career paths and volunteer program. 
  • Oversee and help improve NCYL’s performance review cycle. 
  • Ensure NCYL personnel handbook and policies are up-to-date, legally compliant and meet the needs of the organization and staff. 
  • Oversee employee benefits, wellness, and recognition programs, including benefit enrollment and ongoing education of staff about these programs. 
  • Oversee employee leaves, including pregnancy disability, family, medical and sabbatical leaves. 
  • Ensure the accuracy of payroll and employment files. 
  • Oversee the background check process; mandatory training compliance; the DMV Pull Notice Program; Workers’ Compensation; and Unemployment Insurance. 
  • Support staff during the organization’s transition to a new Executive Director. 
  • Employ a strategic and data informed approach to integrating diversity, equity, and inclusion into all human resource functions. 
  • Work collaboratively with employees to create and implement diversity, equity, and inclusion immersion throughout the organization. 
  • Serve as an advisor to management to help create a culture of belonging that is supportive of diverse perspectives. 
Skills/Experience: 

Qualifications 

  • 7+ years of HR experience, with at least two being in a non-profit environment 
  • 2 years of supervisory experience 
  • Experience with handling challenging and nuanced employee relations issues, such as workplace investigations or conflict resolution  
  • Ability to prioritize and manage multiple tasks and projects in order to meet deadlines  
  • Ability to maintain a high level of confidentiality  
  • Knowledge of online payroll services such as ADP or Paylocity, online recruiting platforms, and/or Human Resources Information Systems (HRIS) 
  • Experience administering a variety of leave types and benefits 
  • Knowledge of and experience with designing and implementing a compensation philosophy, creating salary structures, and defining career paths 
  • Knowledge of local, state, and federal labor laws 
  • Friendly demeanor, customer service orientation, good judgment 
  • Commitment to working in, and contributing to, a diverse workplace  
  • Strong attention to detail 
  • Strong written and oral communication skills 
  • Strong belief in NCYL’s values and mission 
  • HR certification a plus 

Physical Requirements 

Prolonged periods sitting at a desk and working on a computer. This position requires the ability to work remotely and requires some travel, especially to NCYL’s offices in Washington, DC, Arizona, and other parts of California. 

Compensation/Benefits: 

Salary, Benefits, and Location 

This is a full-time, exempt position. Salary is competitive at $142,710.00 annually. A geographic salary differential may be applied if the candidate resides somewhere other than the Oakland, CA, Los Angeles, CA, or Washington, DC areas. 

NCYL provides a robust benefits package, including health, dental, vision, life, generous vacation and sick benefits, flexible spending account, commuter benefits, employer contribution to a retirement plan, and short-term and long-term disability insurance. 

Candidates must reside in, or be willing to relocate to, the San Francisco Bay Area or the Washington, DC metro area. 

This position is eligible for 100% remote work through March 31, 2023. It is possible that in April 2023, NCYL will require people to work in an office, in which case they will need to be in a location where they can commute to the office regularly. We are actively engaging in this conversation as an organization. We understand that the nature of the workplace has changed in general. We don't yet know what remote work will look like in 2023.
