Context: Provides metrics analysis and measurement of the Campaign’s performance against targets. Assists in the development of key performance indicators (KPI), tools and systems for measurement and analysis, as well as recommendations on issues/policies/mechanisms at state and federal level affecting Beyond Coal Campaign, Clean Transportation for All, Dirty Fuels Campaign, etc.  

Scope: The Analyst is responsible for providing on-going monitoring of internal and external factors affecting Campaign strategy, targets and outcomes; maintaining the suite of performance management tools in use by Campaign (quantitative models, targeting and planning tools, KPI monitoring and evaluation system, etc.) as well as providing expert analysis of state and federal policies to ensure Campaign is on track to meet goals identified internally and externally. Campaign Analyst works with Senior Campaign Director to measure the progress against set targets, researches and develops tools/systems to support implementation and effectiveness, as well as conducts additional research in support of Campaign outcome, decarbonizing the electric sector. Works in close cooperation with Campaign management team, staff and volunteers.

Areas of Responsibility: 
  • Provides on-going analysis of internal and external performance data (i.e. Sierra Club and electric sector) and translates into user friendly reports and formats for staff and volunteers.
  • With Campaign Analyst Team, provides original research, analysis and other support for Beyond Coal Campaign and/or other Sierra Club energy campaigns.
  • Continuously monitors Campaign performance (inputs and outputs) and provides recommendations on strategic opportunities/threats with focus on improving performance.
  • Maintains existing datasets and quantitative models according to protocol on monthly/annual basis. Ensure timely coordination with other departments and data sources.
  • Supports Senior Director with development and maintenance of Campaign targeting and planning tools and Monitoring and Evaluation system, including content specific and technical requirements.
  • Assists Senior Director with workshops, training programs and presentations to key stakeholders on KPI development, measurement, etc. facilitating content knowledge of energy sector and campaign outcomes. 
  • In cooperation with fundraising staff, assists in the development of funding proposals and participates in grant making, solicitation efforts, and reporting.
  • Performs miscellaneous duties as assigned.
Educational Background: 
MBA, MPA or comparable advanced degree, or the equivalent combination of education and experience, with concentration in energy analysis, and working knowledge of statistics, economics and finance.
Skills/Experience: 

Heavier seasonal workloads may occur as a result of project deadlines, staff absences and vacancies, and during peak activity periods.  Occasional weekend and/or evening work required.

Knowledge & Skills:

  • Working knowledge and background of energy sector and one or more cross-cutting components such as state/federal energy policy and regulation, utility economics, integrated resource planning, renewable energy, clean transportation, carbon mitigation etc.
  • 2 years minimum experience in research and analysis and experience training others within context of effective use of data and models.
  • Familiarity with Tableau or other data visualization software preferred.
  • Familiarity with industry specific datasets and models (i.e. SNL, EIA, IPM, AVERT,etc.)
  • Excellent quantitative, analytical and research skills.
  • Expert computer skills, including advanced Excel, Stata, GIS.  Comfort with Access, SQL or other database.
  • Effective written and oral communication skills.  Demonstrated public speaking ability.
  • Ability to work independently and in teams.
  • Flexible, adaptive.  Able to strategically assess situations shifting as needed with ease.
  • Detailed oriented, deadline driven.
  • Demonstrated ability and effectiveness working with volunteers.
  • Commitment with operationalizing equity and inclusion.
