Context: Provides expert knowledge of energy economics and energy policy, original research and analysis to Beyond Coal Campaign Assists in the development of key performance indicators (KPI), tools and systems for measurement and analysis, as well as recommendations on issues/policies/mechanisms at state and federal level affecting Beyond Coal Campaign and related energy Campaigns. Provides 25% effort in support of Clean Transportation for All (CTFA) Campaign.

Scope: The Senior Analyst(expert)is responsible for providing strategic input on energy economics through electric sector investigation and advanced energy economic research.  The Sr. Analyst expert provides on-going monitoring of internal and external factors affecting Beyond Coal strategy, targets and outcomes; maintaining the suite of performance management tools in use by Beyond Coal Campaign (predictive model, targeting and planning tool, KPI monitoring and evaluation system, etc.) as well as providing expert analysis to ensure Campaign is on track to meet goals identified internally and externally.  Senior Analyst is highly collaborative. Senior Analyst works with the Senior Director to measure the progress against set targets, researches and develops tools/systems to support implementation and effectiveness, as well as conducts additional research in support of Campaign outcomes.  Senior Analyst, provides technical input to Analyst Team across all energy Campaigns.  Works in close cooperation with Campaign management team, staff and volunteers.

Areas of Responsibility: 
  • Conducts advanced energy economic and electric sector research and support for Beyond Coal Campaign, represents the campaign in technical workshops, monitors industry developments related to policy.
  • Provides support to Environmental Law Team with advanced technical research related to utility commissions, state and federal agencies and other stakeholders.  Provides comments and analysis on rule-making as needed.
  • Provides research and analytic support to Clean Transportation for All (25%)
  • Provides strategic insight into policy approaches that achieve synergy across multiple energy campaigns. The Analyst will have access to confidential material prior to when it would be available to other employees including information that could affect layoffs or other staffing related decisions.
  • Provides on-going analysis of internal and external performance data (i.e. Sierra Club and industry) and translates into user friendly reports and formats for staff and volunteers.
  • Mentors junior staff with focus towards increasing/expanding overall knowledge base of electric sector and quantitative methods within Analyst Team. Shares fundamental information on sector, key performance indicators, analytic methods, data sources, data storage etc. to ensure consistency among analyses. Makes recommendations to junior staff on publications, workshops, websites, etc. that will further develop knowledge.  Provides time to discuss questions and issues that arise as a result.
  • Continuously monitors Campaign performance (inputs and outputs) and provides recommendations on strategic opportunities/threats with focus on improving performance.
  • Maintains existing datasets and models according to protocol on monthly/annual basis. Ensure timely coordination with other departments and data sources.
  • Assists Senior Director with workshops, training programs and presentations to key stakeholders on KPI development, measurement, etc. facilitating content knowledge of energy sector and campaign outcomes. 
  • In cooperation with fundraising staff, assists in the development of funding proposals and participates in grant making, solicitation efforts, and reporting. Presents and/or engages in meetings with donors at request of Campaign leadership.
  • Collaborates with external peers, building analyst network from respected members of professional analytic community (for example, UCS, EDF, NRDC, RMI, LBNL and others).  Engages in peer-reviews when requested.
  • Performs miscellaneous duties as assigned.
Educational Background: 
MS, MBA, MPA or comparable advanced degree , or the equivalent combination of education and experience, with concentration in environmental engineering or energy analysis, and working knowledge of statistics, economics and finance.
Skills/Experience: 
  • Minimum eight (8) years experience as an electric sector analyst, providing original quantitative research and analysis, and experience training others within context of quantitative methods.
  • Expert knowledge of energy sector and one or more cross-cutting components such as utility economics, integrated resource planning, energy policy. Working knowledge of transportation and building electrification a plus.
  • Familiarity with industry specific datasets and models (i.e. IPM, NEEDS, etc.)
  • Expert computer skills.  Minimum (8) year’ experience with Microsoft Office suite including expert proficiency in advanced Excel, proficiency in Stata,R or other statistical computing program.  Advanced data literacy and internet research skills required. Comfort with GIS or other   Comfort with Access, SQL or other database. Comfort with Tableau or other data visualization software.
  • Advanced research, writing, oral communication, data visualization and interpersonal skills required.  Demonstrated public speaking ability.
  • Ability to work successfully in diverse teams and under own initiative, to handle multiple assignments simultaneously, and to make timely decisions.
