The Global Human Resources Division of Human Rights Watch (HRW) is seeking a Human Resources (HR) Manager to oversee its Pre-Hire Unit, which is primarily responsible for managing HRW’s global recruitment, hiring, and onboarding processes. The Manager will also work on a broad range of international human resources functions to support the HR team. The Manager will report to the HR Director and support the HR activities for HRW’s global operations, supporting 450+ employees in over 50 countries around the world. The position will be based in HRW’s New York headquarters.
Recruitment and Hiring
- Manage all aspects of HRW’s global recruitment and hiring including job postings and recruitment strategy
- Guide hiring managers through the recruitment process with a focus on attracting a diverse pool of candidates for each recruitment
- Train hiring managers and staff on recruitment policy and procedures and utilizing the applicant tracking system
- Oversee onboarding and orientation of employees globally
- Administer HRW’s relocation program for new employees and inter-organizational transfers
- Oversee organization’s internship and fellowship programs
Compliance
- Source and consult with legal counsel to ensure international compliance in the areas of employment law
- Liaise with the internal payroll team on payroll compliance and internal policy, and assisting with monthly payroll activities
- Liaise with Operations staff in global offices on a range of HR issues
Strategic Thinking
- Support organizational initiatives with particular focus on diversity, equity and inclusion and stress and resilience work
- Incorporate diversity, equity, and inclusion values and initiatives into the HR division’s work
- Manage employee relations and general HR inquiries for the global organization
- Draft and implement HR policy and procedure, as needed
- Maintain up-to-date knowledge of HR trends and best practices and translate this into effective tools and strategy for HRW
Supervision
- Lead, motivate, and mentor direct-reports, including communicating clear expectations, setting performance objectives, providing regular and timely constructive feedback, ensuring balanced workload, providing guidance on professional growth, and monitoring staff well-being as it pertains to stress and resilience issues and self-care;
- Promote an inclusive work environment including by soliciting diverse points of views, encouraging staff to participate in DE&I efforts, and proactively addressing bias, discrimination, microaggressions, etc.
- Model inclusive behavior and consistently adhere to HRW’s internal values
Other
- Travel internationally, as needed, to provide in-person support, attend meetings, lead trainings, etc.
- Perform other responsibilities, as required
- A minimum of five years of directly related HR experience in an international setting, particularly in recruitment, is preferred.
- Experience and knowledge in recruitment and onboarding is required.
- Good judgment and analytical skills and the ability to solve problems creatively are required.
- Ability to maintain confidentiality is required.
- Excellent time-management skills and ability to prioritize tasks while maintaining a strong attention to detail is required.
- Strong oral and written communications skills in English are required; proficiency in another language is desirable.
- Strong interpersonal skills and the ability to work collaboratively with all level of staff within the organization are required.
- Strong computer knowledge including MS Office applications, HR Management Systems (HRMS), and an Applicant Tracking System (ATS), is required.
- Ability to work well under pressure while juggling multiple tasks simultaneously is required.
- Commitment to and experience working with staff, vendors, and partners in a positive, collaborative, diverse, and inclusive team environment is required.
- Demonstrated awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds, and orientations are required.
- Experience working on international immigration for staff and resolving immigrations matters is preferred.
- Prior experience in a global non-profit environment is highly desirable.
