Amnesty International USA is establishing a nationwide team of independent Human Rights Observers to monitor the policing of protests in the United States.
The right to peacefully protest is a fundamental human right. The purpose of monitoring protests is to improve the protection of, and respect for, human rights, including freedom of peaceful assembly and freedom of expression.
The Goals of the Human Rights Observer Program
- To independently monitor the policing of protests in the United States in line with international human rights principles and standards
- To contribute to the de-escalation of tensions and deter potential abuses by the presence of independent human rights monitors.
- To independently document findings that can be used to support recommendations for the reform of policing nationwide.
- Provide administrative support for the Human Rights Observer Program through coordinating travel, venue, financial and other logistical duties.
- Work collaboratively with the Senior Director of Research and the inaugural corps of Human Rights Observer Training of Trainer participants to incorporate input and feedback from the HRO ToT.
- Provide administrative support in organizing local/regional HRO trainings, building a database of potential Human Rights Observers and coordinate logistical support for AIUSA staff and member leaders regarding HRO trainings.
- Curate, create and build phase 2 of the Human Rights Observer program with the Senior Director of Research based on the HRO ToT. These duties include consolidating OCSE training materials, feedback and modules created at the HRO ToT.
- Coordinate with the Senior Director of Research on Phase 2 of the Human Rights Observer Program. This will entail follow up conversations with all the participants of the HRO ToT and planning an upcoming on-the-ground observation exercise with all participants.
- Work independently with participants by coaching, supporting and tailoring the HRO program to their regional needs. This will include, coordinate with the Research Unit to provide the HRO program with access to relevant state and local laws related to freedom of assembly , identifying local actions and co-organizing regional Human Rights Observer trainings.
- Participate in cross departmental discussions around the Human Rights Observer program. Notably, working with Field Organizers to recruit potential Human Rights Observers.
- Develop Amnesty International USA training materials based on ODHIR/OSCE’s Monitoring Freedom of Assembly curriculum, handbook and feedback from the HRO ToT.
- Work with interns to develop materials, research local Freedom of Assembly laws and recruit Human Rights Observers for upcoming trainings.
Education and Experience:
- At least one year of experience working with a human rights based non-profit in the United States.
- Demonstrated experience and substantial knowledge in human rights issues and activism in the United States.
- Experience with Freedom of Assembly monitoring, strongly preferred.
- Demonstrated commitment to human rights and social justice.
- Strong background in working with diverse communities in the United States.
- Strong track record of working independently on numerous projects.
- Proven background with grassroots organizing, workshop facilitation and building training curriculum.
