Working closely with the Vermont Chapter’s Director of Government Relations and Policy, the Climate and Energy Policy Manager will play a key role in programs at the state and regional level to affect public and/or corporate policy on climate mitigation and clean energy to further The Nature Conservancy’s mission.  S/he will lead climate mitigation and clean energy initiatives for TNC in Vermont and will serve as liaison between the organization and state and local government, other environmental groups, businesses and/or private entities on these issues. S/he also will collaborate with TNC colleagues in other Northeastern states to advance the organization’s regional climate and energy priorities.

Areas of Responsibility: 

The Climate and Energy Policy Manager will lead TNC’s efforts in Vermont to advance priority policy and projects that will rein in greenhouse gas emissions, capitalize on the role that nature can play in tackling climate change, and accelerate the transition to a clean energy future. S/he will build support for action through targeted research and policy analysis, effective communication and advocacy, convening key stakeholders, and building strategic partnerships with state and local agencies, conservation organizations, and industry groups. S/he will work closely with TNC staff in other business units to identify strategies and develop advocacy campaigns to advance TNC’s climate and energy policies in the Northeast, and will serve as liaison to TNC’s North America Region Climate Action in the U.S. team.

RESPONSIBILITIES & SCOPE

  • Helps define the scope of TNC Vermont’s strategic climate mitigation and clean energy goals and priorities.
  • Develops and implements climate mitigation and clean energy policy initiatives and conducts research, analysis and monitoring on priority legislative, regulatory and administrative proposals.
  • Represents and advocates for TNC on climate and energy priorities with governmental officials, nonprofit organizations, the business sector, academia, funders, and other audiences.
  • Develops strategic partnerships to build support for statewide and regional policy objectives.
  • Convenes and facilitates external meetings to deepen understanding of climate and energy issues and to advance solutions.
  • May manage projects and teams on matters related to climate and energy priorities such as public opinion research and policy analysis.
  • Collaborates with other TNC Vermont staff as needed to advance policy priorities.
  • Collaborates with TNC colleagues outside of Vermont to share information and strategy on legislative, regulatory and administrative developments in different states, and to develop and implement strategies to achieve desired policy outcomes. Serves as liaison to TNC’s North America Region Climate Action in the U.S. team.
  • Prepares/assists with preparation of program materials including presentations, testimony, memos, and other communications.
  • Assists in developing and managing TNC Vermont’s climate and energy budget, and completes projects within budget. May include negotiating and contracting with vendors/consultants.
  • Assists in fundraising for TNC’s climate and energy work.
  • Ensures program compliance with internal policies and external requirements.
Educational Background: 
Bachelor’s degree in political science, environmental policy, energy policy management or other relevant field and 3 years related experience or equivalent combination.
Skills/Experience: 
  • Experience working with government agencies, elected officials, nonprofit and/or corporate partners, including experience presenting, convening meetings, and facilitating dialogue with leadership and/or staff. 
  • Experience with legislative, planning, policy or corporate initiatives at the international, country, sub-national, and/or local levels.
  • Experience researching information from divergent sources and compiling it into a cohesive reporting structure.
  • Experience in designing, implementing and directing complex projects and ensuring program accountability.
  • Fluency in English.
  • Self-starting, independent worker who can thrive with limited oversight.

DESIRED QUALIFICATIONS

  • Experience, coursework, or other training in public policy, government relations, business, or sustainability.
  • Familiarity with social, political, and economic issues generally, and climate and energy issues in particular, in Vermont and the Northeast.
  • Experience identifying key stakeholders and building networks with diverse participants. 
  • Knowledge of lobbying laws and regulations.
  • Knowledge of social media platforms and technology.
  • Experience managing budgets and completing projects within budget constraints.
  • Experience coordinating projects in a decentralized organization, working across teams, operating units and functions to achieve optimal results. 
  • Outstanding written and oral communication, negotiating and organizational skills.
  • Multi-cultural or cross-cultural experience preferred.
  • Multi-lingual skills appreciated.
