TNC is Recruiting for a planned USAID financed project in South America entitled: Promotion of Best Environmental and Social Management Practices. The purpose of this activity will be to facilitate multi-stakeholder agreement on Best Management Practices (BMPs) for the four priority sectors (hydro-power, roads, oil and gas, and mining), and then support the promotion, implementation, and monitoring/enforcement of these BMPs in the Amazon region.
The Environmental Governance and Social Inclusion Advisor will play a key role in the development and implementation of one or more strategies to achieve the Conservancy’s goals through interaction with governments, multilateral agencies, and/or the corporate sector.
The Environmental Governance and Social Inclusion Advisor will lead environmental governance activities geared towards creating an enabling environment for the adoption of Best Management Practices for reducing environmental and social impacts from infrastructure development in Oil and Gas, Mining, Hydroelectric, and Roads sectors in the Amazon region. The Environmental Governance and Social Inclusion Advisor will work with staff of the USAID BMP project to bring together a variety of key stakeholders, such as: government entities, and indigenous and local populations, financial institutions, and the private sector to identify, develop, and pilot Best Management Practices for sustainable infrastructure development, focusing on the countries of Peru, Brazil, and Colombia. This role includes management oversight of project environmental governance and social inclusion activities, as well as the corresponding project long-term and short-term personnel. The Environmental Governance and Social Inclusion Advisor coordinates with project staff working at the country level, and under supervision of the project Chief of Party. S/he maintains good relationships with government, financial, private sector, and indigenous entities involved in the project, and addresses policies and challenges in order to avoid and minimize potential infrastructure development impacts on biodiversity, social values, and the rights of indigenous peoples.
RESPONSIBILITIES AND SCOPE
- Lead project activities related to environmental governance and social inclusion, in particular bringing participation of government, indigenous groups, local communities to discussions with the private sector in the development of public and private Best Management Practices for infrastructure development in the Amazon.
- Participate in the development and oversight of project work plans, budgets, contracts, reporting, and strategy updates, as needed.
- Develop and maintain relationships with relevant local, regional, and global entities representing key stakeholders to advance best practices
- Research, analyze, and develop strategies to improve regional policies and regulations for infrastructure development that would enable the adoption of Best Management Practices This position will report to the project Chief of Party and internally to the TNC Regional Director for Smart Infrastructure.
- May supervise administrative and professional staff with responsibility for performance management, training and development.
- Applies a diversified knowledge of practices to support Conservancy strategies.
- Works collaboratively within a cross-functional interdisciplinary team.
- Develops relationships and works effectively with corporate, government, community, and non-governmental organization partners.
MINIMUM QUALIFICATIONS
- 5 years of government relations or corporate sector experience, or equivalent combination education/experience.
- Language abilities (English, Portuguese, and/or Spanish as defined by the Offerors in response to its unique implementation approach) sufficient to ensure effective communication with USAID and other USG entities
- Analytical and project management experience. Demonstrated experience in successfully developing and implementing complex projects in an unstructured environment.
- Supervisory experience.
- Experience developing, directing and managing multiple projects and implementing strategic program goals.
- Strong communication and presentation skills.
- Experience and knowledge of the Amazon region
DESIRED QUALIFICATIONS
- 10 years of experience in environmental governance and planning issues in the context of the Amazon region, preferred.
- Previous experience engaging with high-level government representatives at the national and regional levels, civil society groups including indigenous groups and federations in the Amazon, in relation to the project target sectors: mining, hydropower, roads, and hydrocarbons.
- Previous experience facilitating a multi-stakeholder approach or coalition, working with a variety of stakeholders to develop shared goals, work products, and/or platforms.
- Conservation knowledge and experience, preferably with experience working on conservation planning or project management.
- Understanding of regional and national policies influencing infrastructure development.
- Previous experience working on indigenous rights and/or indigenous territorial governance, planning, and management.
- Previous work experience interfacing with government entities and/or indigenous populations.
- Master’s degree appreciated.
- Experience presenting to and communicating with management-level individuals within the corporate sector.
- Excellent team player with experience working in multi-disciplinary groups, using influence and interpersonal skills, listening, diplomacy and tact to build strong relationships with governments, corporations, partners, donors, volunteers, and all levels of staff.
- Outstanding written and oral communication, negotiating and organizational skills.
