The Director of Finance and Operations (DFO) is responsible for all operations functions and oversees a small operations team in the Micronesia Program. The DFO will be responsible for Finance, Human Resources, Facilities, Logistics, Compliance, Administration and Office Management. The primary purpose of the role is to ensure compliant & timely reporting of financial data, provide financial advice, analysis, tracking of actual versus planned revenues & expenses, ensuring compliance with donor requirements, TNC policies & procedures and local government requirements. The DFO can be based in either of TNC’s Micronesia Program Offices (Pohnpei, Federated States of Micronesia or Koror, Palau) and reports to the Associate Pacific Division Director.
The DFO will work towards meeting the strategic priorities of the program by developing and implementing tactics for approved plans, and completing and/or overseeing day-to-day tasks. They are responsible for development and implementation of annual budgets, and monitoring progress. The DFO will provide guidance in satisfying requirements based on extensive knowledge of policies and procedures. They will interpret guidelines and analyze factual information to achieve results, improve workflow, and solve problems. They will provide recommendations and targeted training related to the functional activity they manage. The DFO will work in close cooperation: Conservancy staff, donors, volunteers, vendors, public agencies, financial institutions, and legal and accounting professionals. They will keep up-to-date on market trends and best practices in order to improve services. They will organize and coordinate diverse activities, project outcomes, monitor progress, and implement solutions, in consultation with leadership.
RESPONSIBILITIES AND SCOPE
- Act independently within broad program goals to prioritize tasks in the absence of specific instructions and exercise independent judgment to identify and solve problems
- Ensure programmatic commitments, Conservancy policies and procedures, GAAP, and legal requirements are met and managed for compliance. Decisions may bind the organization financially or legally
- Provide timely and accurate financial reports and analysis
- Develop and monitor budget, forecast, sustainability, and strategic financial plans
- Perform general accounting duties to include: basic journal entries for transfers, loans, accruals, deferred revenue and expense corrections
- Review and monitor income statement and balance sheet (including pledges) items at month and year-end close
- Provide financial expertise on special projects
- Ensure revenue, expenses and net assets are managed to reflect donor intent
- Manage privately funded awards
- Collaborate with Grants Specialists on managing public awards
- Oversee day-to-day financial activities such as purchasing, processing invoices, negotiating, and contracting with vendors
- Maintain confidentiality of frequently sensitive and emotionally-charged information
- Manage functional activity towards program’s strategic goals
- Manage projects with several variables, set realistic deadlines, manage a timeline, and ensure accountability
- Travel occasionally, working long and flexible hours as needed
- May participate in complex negotiations
- Supervise administrative, professional, and/or volunteer staff, including training and professional development
- Work environment involves only infrequent exposure to disagreeable elements and minor physical exertion and/or strain; and
- Work is diversified and may not always fall under established practices and guidelines
- Manage or oversee activities related to in-country legal, labor and financial compliance
- Manage and oversee TNC local bank accounts, oversee bank reconciliations and ensure they’re completed timely and accurately
- Liaise and coordinate with WO treasury on funds transfers in accordance with the Financial Management Handbook and WO Treasury requirements
- Manage employee tax and benefits deductions & reporting for Palau & FSM
- Liaise with WO HR Global Benefits team as necessary on locally-provided employee benefits
- Finance / Accounting experience
- Experience coordinating projects
- Experience generating financial reports and analyzing and interpreting data
- Experience developing and administering departmental budget or equivalent
- Experience managing multiple central administrative processes; and
- Experience working across departments
