The Armed Services YMCA is seeking a Senior HR Manager to lead the human resources operation in its Killeen, TX branch. The Senior HR Manager will consult with the National Human Resources Director and branch senior management in leading and carrying out the organization’s policies and procedures.
The Senior Human Resources Manager will be responsible for the day-to-day management of all HR operations to include; the oversight and administration of HR policies and procedures; talent acquisition, employee engagement and retention, employee relations, learning and development, payroll, performance management, employee departures and legal compliance. She/he will work in a leadership role and in partnership with all staff to enhance the workforce culture, understanding that diversity and inclusion are integral to our organization’s aspirations for excellence.
This position will report directly to the branch executive director. The executive director will ensure this individual is included within the leadership team, has access to all individual within the organization and their personnel files. She/he will be available to assist and support the ASYMCA Killeen Branch workforce maintaining complete confidentiality to each member assisted.
As the role of HR often does, there needs to be an understanding that when requested, discussions are kept confidential. This individual needs to understand that there may be times when employee discussions are not discussed with management and may need to be brought to the attention to the HR Director at HQ. They HR person needs to know that no pressure from Killen staff will restrict them from doing this and following the wishes of the employees they talk with.
- Lead in all areas of human resources including recruitment and retention, new hire orientation, workforce planning and analysis, staff training, employee relations, departures and legal compliance.
- Enhance and maintain a positive workforce culture.
- Oversee employee welfare, safety, wellness and health and counselling
- Process Unemployment and Worker Compensation claims.
- Administer HR policy, enforcement and documentation inline with the ASYMCA’s corporate guidelines.
- Track and ensure EEOC, FMLA, ADA and OSHA compliance.
- Provide an advocacy/consulting role for employees experiencing problems/issues that impact their jobs.
- Assist managers with the administration of the disciplinary process and annual performance review process through training and coaching.
- Monitor employee appraisal process
- Assist in responding to employees’ relation issues in partnership with appropriate line manager/supervisor
- Performance management - work closely with staff, managers/supervisors and senior management for optimal results
- A strong working knowledge of HR practices and employee relations
- Strong written and oral communication skills
- Strong interpersonal skills and the ability to influence for positive outcomes
- Ability to establish and maintain positive professional relationships with staff across all levels in the organization

- Bachelor’s degree in Human Resources, or equivalent HR experience required
- Minimum 5 years of human resources management experience with increasing responsible management experience.
- Solid understanding of federal and state employment and labor laws.
- PHR/SPHR certification strongly preferred.
- Experience leading within an environment undergoing transformational change.
- Possess excellent communication skills (verbal and written).
- Familiar with payroll systems
- Technically proficient in MS Word, Excel and PowerPoint
