The Program Development and Learning Senior Manager provides leadership and supervision of all aspects of the wise use of coastal and marine resources (science, conservation priorities, stewardship and community development) for Indonesia Ocean Program.
The Program Development and Learning (PDL) Senior Manager is responsible for the overall management of program promoting the wise use of coastal and marine resources. The activities particularly related to responsible aquaculture, small-scale fisheries, ecotourism, and carbon finance. The PDL Senior Manager will establish productive collaboration with other stakeholders (industries, associations) in ensuring smooth project and program designs, implementation, monitoring, and evaluation of the Program Development and Learning components of YKAN work in Indonesia in accordance with the standards set out by the organization. The PDL Senior Manager represents the Indonesia Oceans Program (IOP) in internal and external meetings, as necessary.
Duties include:
- Develop the business plan and program strategic planning for Sustainable Practices program comprises of responsible aquaculture, community fisheries, ecotourism, and blue carbon finance program in coordination with relevant thematic managers and portfolio managers within IOP.
- Ensure smooth implementation of Sustainable Practices, Project Development, and Learning program and projects through effective team management, collaboration with other managers and stakeholders.
- Work together with IOP Director, the Asia Pacific, Global Team, Indonesia Corporate Engagement and Philanthropy teams in identifying and evaluating funding opportunities, drafting project proposals, donor reports, both for public and private sources.
- Assist IOP Director in undertaking management responsibilities as necessary related to Sustainable practices, project development, and Learning program, such as developing key materials for meetings and conference, putting together and feeding necessary information to the Program Development and Learning unit.
- Assist the IOP Director in staff management of the Sustainable Practices, Project Development, and Learning team, including team building, assessing capacity gaps and capacity building needs, and developing strategies to address them in collaboration with Human Resources.
The Program Development and Learning Senior Manager reports to the IOP Director and is based in Jakarta, Indonesia.
RESPONSIBILITIES AND SCOPE
- Geographic size and scope is that of a larger, complex business unit and/or a program that requires cross-boundary work and relationships.
- Establishes and maintains optimal performance standards within budget.
- Contributes in writing for requests for proposal (RFPs) for grant/contract funding for program.
- Frequently makes independently strategic decision based on analysis, ambiguous information and judgment.
- Negotiates complex agreements, in a political environment.
- May be responsible for leading or co-leading a whole system program.
- Frequent travel domestically and/or internationally, evening and weekend hours.
- May work in variable weather conditions, at remote locations, on difficult and hazardous terrain, and under physically demanding circumstances.
- YKAN may, from time to time, assign the Employee to another location(s) in accordance with the requirements of the Employee’s job description and/or YKAN’s operational needs. The Employee agrees to work in such other work location(s) in Indonesia.
- 7 years’ experience in conservation practice or equivalent combination of education and experience.
- Strong experience in coastal community livelihoods improvement activities.
- Established networks with marine products industries and associations,
- Familiar with global standard for sustainable practices in fisheries, aquaculture, tourism.
- Good understanding in small-scale enterprise financing and marketing.
- Knowledge in blue carbon or carbon financing is an asset.
- Fundraising experience, including identifying donor prospects and donor cultivation.
DESIRED QUALIFICATIONS
- High proficiency in Bahasa Indonesia and English (verbal and written), with prior work experiences in international setting.
- Experience in working with local communities, local and national government and corporations in Indonesia including in-depth understanding of local cultures.
- 7-10 years’ experience in conservation practice or equivalent combination of education and experience.
- Demonstrated experience influencing, developing and implementing conservation policy and plans.
- Knowledge of current trends and practices in relevant discipline(s) and regions.
- Ability to develop practical applications of scientific concepts and technical innovations for conservation purposes.
- Knowledge of methods and standards of biodiversity information systems and initiatives.
- Communicating clearly via written, spoken, and graphical means in English and other relevant languages.
- Politically savvy and experienced in partnership development (partners, community, government).
- Authorized working in Indonesia.
