The FCC Specialist will lead the implementation of RIL-C in East Kalimantan province to support the FCPF Carbon Fund and RIL-C scaling up to other provinces in Indonesia. S/he also will manage and coordinate the improvement of capacity of Forest Management Units (FMU) and logging concessions in implementing sustainable forest management, including field testing of FMU tools that have been developed by TNC to strengthen the FMUs in implementing sustainable forest management and their adoption by the East and North Kalimantan provinces. S/he coordinates closely with Improved Forest Management (IFM) Manager, FMU Specialist, as well as with terrestrial senior management team. S/he establishes and maintains partnerships at all levels.

Areas of Responsibility: 
  • Develop and execute plan for RIL-C implementation in East Kalimantan to support FCPF Carbon Fund and other provinces in Indonesia.
  • Participate and report progress on RIL-C benchmarking in other forest types and regions, including work closely with Global Forest Carbon Science Team.
  • Support efforts to secure on-going commitment and regulatory support from key actors, including APHI, Ministry of Environment and Forestry and East Kalimantan Provincial Government, to enable RIL-C program success and mainstreaming.
  • Liaise with relevant level of governments, particularly for sustainable forest management activities.
  • Work with IFM Manager and FMU Specialist to organize trainings on the developed tools to forest management units (KPHs) and facilitate their adoption by the provincial governments.
  • Work with IFM Manager to support capacity building activities of logging concessions to obtain and/or maintain mandatory and voluntary certification.
  • Provide management support for the implementation of production forestry work, including develop ToRs and oversee contracting of consultants for production forestry work streams.
  • The FCC Specialist will be based in Jakarta. S/he will report to ITP (Indonesia Terrestrial Program) Production Forestry Senior Manager.

RESPONSIBILITIES AND SCOPE 

  • Geographic size and scope is that of a larger, complex business unit and/or a program that requires cross-boundary work and relationships. 
  • Supervises staff at remote locations.
  • Establishes and maintains optimal performance standards within budget.
  • Writes requests for proposal (RFPs) for grant/contract funding for program.
  • Frequently makes independently strategic decision based on analysis, ambiguous information and context.
  • Negotiates complex agreements, in a political environment.                          
  • May be responsible for leading or co-leading a whole system program.
  • Frequent travel domestically and/or internationally, evening and weekend hours. 
  • May work in variable weather conditions, at remote locations, on difficult and hazardous terrain, and under physically demanding circumstances.  
Educational Background: 
BA/BS degree
Skills/Experience: 
  • 7 years’ experience in sustainable forest management and forest carbon accounting.
  • Fundraising experience, including identifying donor prospects and donor cultivation
  • Experience managing complex or multiple projects, including managing finances and coordinating the work of other professionals and partners.
  • Supervisory experience, including motivating, leading, setting objectives and managing performance. 
  • Experience developing partnerships (private companies, community, and government).
  • Experience in forestry field work.
  • Experience in delivering training materials and building capacities of land managers
  • Excellent presentation and interpersonal skills.
  • Communicating clearly via written, spoken, and graphical means in English.
  • Experience negotiating.

DESIRED QUALIFICATIONS

  • Bachelor’s or Master’s degree in forestry, natural resources management, conservation, business, law or another related field of study and 7-10 years’ experience in forest concession management, natural resources management, and community empowerment or other related experience.  Equivalent combination of education and experience is preferred.
  • Knowledge of carbon project standards, carbon accounting and MRV is a plus
  • Experience and knowledge of current trends and strategies in natural forest management, forest certification and wood trade in Indonesia.
  • Broad network of contacts in the forestry sector in Indonesia, especially with the private sector.
  • Successful experience in developing, directing and managing multiple projects and timelines.
  • Supervisory experience, including ability to motivate, lead, set objectives and manage performance.
  • Strong administrative skills in addition to computer literacy in MS office, Word, Excel, PowerPoint, Outlook Requirements to: effectively communicate; produce reports; manipulate, analyze and interpret data; make presentations.
  • Political Savvy.
