The Finance & Operation Manager is responsible for the Finance and Operations activities of Indonesia Oceans Program (IOP). Please include the following information in your CV:

In general, the Finance & Operations Manager is responsible for managing Operations activities and personnel related to finance & operations of Indonesia Oceans Program. Generally responsible for the management, maintenance and reporting of financial data and/or the monitoring of management controls and processes to ensure compliance with TNC/YKAN policies and procedures, relevant legal and regulatory frameworks, and financial/management best practice.
Specific duties include:
Finance management of Indonesia Oceans Program
- Compile IOP annual budget (prepared by Program Team), distribute the program budget activity into available funding sources; to be submitted and reviewed by TNC Indonesia Management.
- Prepare budget for specific project / donor and ensure that all project related activities have been included in the proposal, and meet the funding requirement, including to get approval from Grant Specialist and Legal if necessary.
- Coordinate with finance staff in the global program, or Philanthropy team in Indonesia or global for preparing budget proposal to specific donor and prepare consolidated finance reporting to specific donor.
- Review, monitor and report finance transaction to ensure that all activities are recorded properly. Coordinate with Accounting Manager to ensure all transaction recorded properly and timely.
- Conduct regular update with Program Directors / Manager to share the updated financial position; discuss and recommend follow up action to achieve the agreed target.
- Review donor agreement to ensure the financial requirement meet with the organization requirement, obtain required approval as necessary. Regular monitor and review the finance progress include prepare necessary financial donor report.
- Responsible to meet the organization requirement on the monthly and annual Accounting process for all Project ID and Award ID for IOP, including the regular necessary process in Insight and PCB (and other TNC System).
- Liaise with internal auditor from Worldwide office, external auditor for specific grant or for annual financial audit; to ensure that all financial transactions are in compliance with TNC SOP.
Operational activities of Indonesia Oceans Program
- Coordinate with Operation team in Bali, Kupang and Sorong office to ensure that they will support the implementation of program in their respective office; connect them with Jakarta IT or HR staff in the case there is some issue needed to be resolved.
- Review sub grant and contracts for services to ensure that the activity align with the workplan, and comply with TNC policy and procedure and follow the approval process.
- With the support of External Affair Division, assist IOP team in any operations issue that needed approval or coordination with Ministry of Marine Affair and Fisheries (MMAF) including preparation annual program report, regular monitoring and evaluation process from the Ministry.

- Manages functional activity towards program's strategic goals.
- Works toward meeting the strategic priorities of the program by developing and coordinating tactics for approved plans, completing and/or overseeing day-to-day tasks.
- Implements and manages new initiatives in the area of finance and operations in Indonesia Ocean Program.
- Manages and implements multiple projects in the area of finance and operations in Indonesia Ocean Program.
- Ensures the programmatic work is collaborative and well-integrated across organization.
- Works within a budget, negotiating and contracting with vendors.
- Decisions may bind organization financially and legally.
- May supervise one or more administrative or professional staff.
- Ensures programmatic commitments, TNC policies and procedures, financial standards and legal requirements are met and managed for compliance.
- Reinforces consistency in the organization's policies and procedures and provides support related to relevant field.
- May manage or participate in complex negotiations.
- Reports to leadership on activities.
- Experience with accounting principles, practices and regulations.
- Experience recruiting, supervising and developing staff.
- Experience with GAAP.
- Experience with government regulations related to grants or contracts, including working with applicable U.S. Federal government circulars (OMB Circulars A-110, A-122 and A-133, state and local regulations, and standard contract clauses.
- Experience in managing finance & operations of multiple and complex projects.
DESIRED QUALIFICATIONS
- Bi-lingual skills is a required, and/or multi-cultural experience appreciated.
- Technical expert on complex accounting/financial issues.
- Minimum Intermediate expertise in Microsoft Excel.
- Experience monitoring for and ensuring compliance with organizational policy, applicable law and regulation, and finance/accounting/management best practice.
- Experience analyzing a regulatory framework and applying it to the situation at hand.
- Expert knowledge of GAAP and/or relevant regulatory framework.
- Experience evaluating the adequacy and effectiveness of management controls; interpreting guidelines and analyzing factual information to adapt or modify processes as needed.
- Ability to resolve complex issues independently within program area.
- Experience acting as a resource to others to solve problems.
