Provide technical leadership, planning, project coordination, and overall management of the information systems to support HR, Payroll, and other interrelated functions for the organization. The incumbent is responsible for the design, development, implementation, deployment, and maintenance of Kronos systems and solutions as well as responsible foraccurately and timely processing of payroll and related functions for the YMCA of Greater Houston

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

SUPERVISORY RESPONSIBILITIES

May directly supervise part time and full time non-exempt employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; reviewing and approving timesheets; appraising performance; rewarding and disciplining employees; monitoring and updating all required staff certifications; addressing complaints and resolving problems.

COMPUTER LITERACY

Skills are essential in all of the Microsoft Office applications including Word, Excel, and Access. Ability to use these programs to lighten work load, develop reports and to automate procedures is very necessary. Ability to diagnose basic PC problems and to communicate those problems is very important.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

TRAVEL

Travel is primarily local between assigned centers during the business day, although some out-of-area and overnight travel may be expected.

Essential Functions

  • Manage and oversee the biweekly Payroll of the YMCA in compliance with Federal/State Laws and YMCA policy - to include accurate payroll disbursements to staff, timely payments of all payroll-related taxes, garnishments, Y-Retirement, YMCA Employee Benefits, etc. and reporting to governmental entities.
  • Lead and direct the work of the Payroll Specialist.
  • Serve as System Administrator of HRIS and Payroll systems to maintain the integrity of the system.
  • Train Operations & Association staff on Payroll requirements/functionality/reporting tools in the Kronos system.
  • Develop and analyze audit reports and internal controls for the payroll function to ensure accurate payroll processing. Responsible for internal/external audit compliance.
  • Ensure resolution of issues with Kronos is addressed promptly and communicated to YMCA staff.
  • Provide Kronos reports to Centers/Association staff to assist in the management of Payroll costs.
  • Ensure the accurate preparation of annual W-2 and 1099’s for YMCA staff/contractors.
  • Develop and maintain communications with Human Resources to facilitate a streamlined & integrated Timekeeper/HR/Talent Management/Payroll process.
  • Approve manual payroll checks in accordance with YMCA policy.
  • Support YMCA Centers & Staff with inquiries and direction on payroll issues.
  • Provide strategy, direction, and coordination for Kronos projects; including system upgrades and the introduction of additional system modules or features
  • Oversee data integrity, application configuration, user acceptance testing, maintenance of Kronos database files and tables, and day-to-day application support
  • Direct the development, deployment, and maintenance of custom reports and interfaces with internal/external systems and vendors.
  • Drive the development efforts of Kronos operations; identify process improvements, innovative solutions and system enhancements to improve business efficiency
  • Deliver analysis, tools and reporting solutions to support decision making needs within the organization.
  • Anticipate challenges, manage competing priorities, effectively communicate with all stakeholders, and maximize the use of the Kronos systems to lower the cost of ownership.
Skills/Experience: 
  • Eight to ten years experience in related field, including experience with HRIS system implementations and payroll processing.
  • Minimum three to four years of progressive supervisory experience.
  • Certified Payroll Professional designation preferred.
  • Must have system admin experience in Kronos Workforce Ready.
  • Experience writing Crystal Reports, SSRS, Workforce Integration Manager, or SQL.
  • Ability to maintain a high level of confidentiality.
  • Ability to manage multiple projects while maintaining a high attention to detail.
  • Ability to solve problems and make good decisions.
  • Excellent communication skills- both verbal and written.
  • Minimum age of 21.
Compensation/Benefits: 

Salary: $95,000.00 - $100,000.00
