The Human Resources Director supports the work of the YMCA that is committed to strengthening the community through youth development, healthy living and social responsibility.  The position oversees the development and implementation of talent management / human resources policies and procedures, plans and services, including recruitment, selection, legal compliance, Staff benefits, compensation, Staff relations, diversity and inclusion, employment practices and procedures, Staff communications and events for the Association that currently includes nine Branches and the Metropolitan Offices.  This position coordinates efforts with the CEO, COO and CFO regarding HR issues, and supports the efforts of the Human Resources Committee of the Board.

Areas of Responsibility: 
  • Creates a vibrant cause-centered culture for Professional Staff and volunteers by providing leadership and consulting support to executives and management on matters of reinforcing culture, setting goals, developing policy, and implementing strategic objectives.
  • Fosters the development of Staff and volunteers at all levels in the organization by engaging in ongoing feedback and coaching, creating succession plans, and providing resources and support for informal and formal learning at all levels.
  • With the Professional Staff Development Quality Team, supports talent management via Staff training and leadership development, retention, recognition, Staff communication and career development. Assesses and evaluates training and Staff development needs, and determines the programs to meet the Association’s needs.  Include training that addresses abuse risk management and prohibiting harassment and discrimination.
  • Creates organizational policies and structures that remove barriers and foster equity and inclusion for all.
  • Develops and maintains performance management and appraisal programs.  Provides assistance to Staff and supervisors with questions and workplace problems, and conducts internal investigations, as required.
  • Oversees the compensation program, including job description and classification, salary structure and salary adjustments.  Oversees the administration of all Staff benefits i.e., vacation, sick leave, group life, TDI, FMLA, COBRA, workers compensation, unemployment, LTD, AD&D, EAP, etc.  Oversees the health and welfare programs i.e. HMSA, Kaiser, HDS, Flexible Spending, etc., including summary plan descriptions, Form 5500’s, negotiations of the annual renewals, and the annual open enrollment.  Develops, monitors, strengthens, and promotes various employee wellness programs.  Serves as the administrator of the YMCA Retirement Plan and oversees / uploads bi-weekly data.
  • Assesses the competitiveness of HR programs and practices against the relevant markets and makes recommendations for improvements and changes.
  • Remains current with employment laws and regulations at both the Federal and State level. Maintains an effective program of compliance with laws and regulations related to human resources and manages relationships with compliance agencies and YMCA legal counsel.  Responds to HR related legal claims with the assistance of YMCA legal counsel.
  • Oversees the HR systems and Staff records to ensure accuracy and improve the overall operation and effectiveness of the organization.  Ensures timely and accurate submission of data requested by the EEOC, YMCA of the USA, Department of Labor, etc.
  • Oversees the new hire process, which includes recruitment (internal, external, job fairs, etc.), new Staff orientation, finger printing (if required), criminal history background checks, and certifications (Lifeguard, CPR, First Aid, AED, Oxygen, Driver’s Ed, TB etc.).
  • Works directly with the Human Resources Committee of the Board to build volunteer relationships, develop policies, and oversee policy implementation.
  • Develops staffing strategies and implementation plans and programs. Identifies and cultivates appropriate and effective sources for candidates for all levels of jobs.
  • Works with appropriate Staff to develop employee termination recommendations for the CEO’s consideration.
  • Provides direction to HR Staff in the performance of their duties, establishing work priorities in achieving strategic and operating plan goals; prepares and manages the Department’s budgets.  Leads the Association’s Office Manager’s meeting, which occurs at least twice a year.
  • Supports the Metropolitan Offices’ senior executives and performs other duties as requested.
Educational Background: 
Bachelor’s degree in human resources, business or equivalent is required; Master’s degree is a plus.
Skills/Experience: 
  • 5+ years of professional experience in the administration of the HR function and Staff development.
  • Knowledge and professional experience in planning and policy, talent management, selection, compensation, benefits, training and Staff development, Staff relations, and performance management.
  • Ability to relate effectively to diverse groups of people from all social and economic segments of the community, which requires excellent interpersonal and communication skills.
  • Current knowledge and understanding of regulations, industry trends, current practices, new developments, and applicable laws regarding human resources.
  • Proficiency in business and human resources related computer applications, which may include talent management systems, time and attendance systems, etc.
  • Ability to effectively interpret YMCA mission and goals, and implement an HR strategic plan that supports the Association’s strategic plan and vision.
  • Senior human resources certification (SPHR or equivalent) preferred.
  • TB clearance required.
Compensation/Benefits: 

Salary: $66,000.00 - $83,000.00
