PRIMARY RESPONSIBILITIES: The Program Director-Single Adult Housing Stabilization provides program management and direct supervision to single adult case managers providing services to the Homeless Healthcare Program (HHP), Singles Outreach Program, Community Case Management Program (CCM), and Hypothermia Prevention Program. The Program Director is the Coordinator for the Hypothermia Prevention Program.
The Program Director-Single Adult Housing Stabilization is a member of the Preventing and Ending Homelessness and Leadership teams. The Program Director provides overall supervision and direction of all programs serving single adults experiencing homelessness at FACETS. The Program Director serves as an advisor, coordinator, collaborator, hands-on training developer and trainer as required by the project requirements.
NATURE AND SCOPE:
This position is highly visible to staff, senior management, and the general public and works directly with some of our community’s most vulnerable population. A trauma informed and client centered approach along with high standards of courtesy, performance and respect for confidentiality are essential. Independent judgment is required for appropriate decision making, problem solving and priority setting.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:
•Manages policies, procedures, and staff for FACETS’ emergency shelter, homeless prevention, and rapid re-housing programs for single adults: Homeless Healthcare Program (HHP), Singles Outreach, Community Case Management (CCM), and the Hypothermia Prevention Program which runs from November-April.
•Recruits faith communities as hosting venues for the Hypothermia Prevention Program.
•Recruits, recommends for hire, and supervises the Hypothermia Prevention Program staff.
•Trains Hypothermia Prevention Program staff as well as faith community volunteers and social work interns.
•Supports and directs Hypothermia Prevention Program operation by organizing program calendar ensuring every evening during hypothermia season has shelter locations, meals and other associated supplies, and all other planning necessary to operate the program.
•Leads monthly Hypothermia Prevention Program Point-of-Contact meetings and provides training for volunteers serving the Hypothermia Prevention Program.
•Establishes solid relationships with zoning authorities, DPWES and fire department and coordinate all services with the local police department.
•Manages the case management service delivery at the Hypothermia Prevention Program hosting venues.
•Builds partnering opportunities with faith communities, individuals, and Fairfax County in order to effectively serve the needs of Hypothermia Prevention Program guests.
•Provide a record of all guest transactions in the Hypothermia Prevention Program. Ensure that accurate information is available at all times, meeting legal and organization requirements. Additionally, report updates and detail of relevant guest information to benefit other staff.
•Monitors Hypothermia Prevention Program staff schedule and manages timesheets on a daily basis to ensure that staffing remains within budget and to prevent and/or minimize overtime costs.
•Rotates weekly on-call duties for the Hypothermia Prevention Program with the Program Assistant.
•Travels between Hypothermia Prevention Program hosting venues and makes home visits to meet program participants as well as works an adjusted work schedule including evenings and weekends as necessary.
•Oversees homeless outreach schedule and attends Homeless Healthcare Program (HHP) quarterly meetings.
•Manages Emergency Solutions Grant (ESG) rapid rehousing and homeless prevention financial assistance by determining appropriateness of household for receipt of funds, recommending amount, and allocating and tracking use of ESG funds.
•Manages available openings and referrals for the Bridging Affordability (BA) program. Provides and monitors ongoing community case management services for the program.
•Can carry a caseload of rapid rehousing and homeless prevention cases.
•Attends various regional meetings and Housing Opportunities Collaborative Meetings, throughout Fairfax County and generates and distributes housing resources to FACETS staff.
•Participates in program staff meetings and conferences to share ideas and plans; works cooperatively with staff to meet FACETS goals.
•Participates in and conducts in-service training for staff development. Actively supports FACETS’ mission oriented outcome evaluation and outcome management.
•Uses automated technology including HMIS and hard copy files to maintain, update, and report on case data, goal attainment, and outcomes in a timely manner.
•Monitors and manages data quality for all Singles’ programs thru HMIS as required by Fairfax County.
•Assists in managing the FACETS budget for program expenditures, including tracking and reporting leveraging, for all Preventing and Ending Homelessness programs for single adults.
•Prepares proposals, reports, and statistics for submission to funding sources with the Senior Director’s supervision.
•Is familiar with HUD regulations, subsidized housing, and Tenant/Landlord Act
•Represents FACETS in the community, in accordance with Agency Mission, Vision and Code of Ethics.

•Master’s Degree plus 4 years of professional social work/case management experience with homeless and/or at-risk populations, including program over site. MSW strongly preferred.
•Two years of supervisory and/or program management experience in related field.
•Requires knowledge and belief in “Housing First” and “Rapid Rehousing” philosophy and strategies.
•Knowledge or understanding of tenant’s rights and responsibilities as well as “strengths based” case management.
•Requires strong familiarity with the Vulnerability Index and Service Priority Decision Assistance Tool (VI-SPDAT) and the medically vulnerable homeless population.
•Knowledge of current social service, homeless, and housing issues and methods/approaches to address issues.
•Ability to manage multiple tasks in a fast paced environment.
