We are currently seeking qualified candidates for the position of: Chief of Party for an anticipated USAID Combatting Urban TB in Bangladesh.  This is a four-year project aimed at providing comprehensive package of TB prevention, detection, diagnosis, and treatment services in high TB transmission areas and people at high risk of TB infection and disease in urban Bangladesh.

The Chief of Party (COP) will provide strategic, managerial, technical leadership and management oversight to the project. S/he will oversee all aspects of project implementation, including program quality, personnel and financial management. S/he will ensure close coordination with USAID and other stakeholders, ensuring that all project interventions are of high quality and lead to measurable impact. S/he will be responsible for timely and adequate implementation of project activities, deliverables, execution, monitoring and reporting of the project.

Areas of Responsibility: 
  • Provides leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project; ensuring clarity over plans and priorities, and encourages effective team-work;
  • Provide technical and managerial leadership including capacity building to the TB project, the city corporations and NTP staff, focusing on scale up of prevention, detection and treatment of drug-sensitive and drug resistant TB.
  • Oversee the development and implementation of program work plans and strategies aligned with NTP and government of Bangladesh priorities
  • Collaborate with partner organizations and other USAID/donor-funded projects in work planning and project implementation.
  • Guarantees the efficient and effective use of the resources to reach the desired results of the project, monitoring the work plans, budgets and finances, in accordance with the procedures of the donor (USAID);
  • Coordinates and is responsible for the preparation of the annual work plans, budgets, and annual progress reports in a timely fashion for submission to USAID;
  • Communicates and collaborates effectively with the local USAID Mission as well as with the national TB program and other consortium partners
  • Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities;
  • Oversees production of timely and accurate financial and programmatic reports to USAID and FHI as required.
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters.
  • Establishes annual work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.
  • Provides guidance and mentoring to managers and staff to achieve project goals and develop national leadership capacity.
  • Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters.
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies.
Educational Background: 
At least a master’s degree or its international equivalent or higher in public health or a related area; Additional MD degree is preferable
Skills/Experience: 
  • At least 10-15 years of professional experience in public health, particularly leading and designing health programs in infectious diseases (Tuberculosis) in Bangladesh or at least in any of the South Asian countries
  • Experience in working with key stakeholders in Bangladesh is strongly desired;
  • Demonstrated understanding of gender related considerations in TB programming
  • At least 7 years of professional experience in project management and leadership, including experience in managing USAID projects and staff;
  • Proven experience working with government officials, particularly the Ministry of Health is highly desirable, to support strategy development, implementation plans and decision making;
  • Strong critical thinking and problem-solving skills to plan, organize, and manage resources for successful completion of projects.
  • Proven experience with USAID regulations in financial and accounting management per USAID guidelines, ensure that the project maintains the highest administrative, financial, and operational standards for compliance and audits;
  • Excellent oral and written communication skills in English; knowledge of local language will be an advantage
