Family Planning 2020 (FP2020) is a global partnership with the goal of enabling 120 million additional women and girls to access and use contraceptives by 2020. FP2020 supports the rights of women and girls to decide, freely and for themselves, whether, when and how many children they want to have. FP2020 provides a platform to enhance information sharing and to support the coordination of efforts across the larger FP2020 community to advance access to family planning information, services and contraceptives under the guiding principles of rights, quality, equity, and voluntarism. The FP2020 Secretariat is hosted by the United Nations Foundation.
The Officer, Budget, Grant, and Contract Services supports FP2020, including the Rapid Response Mechanism (RRM), to develop, coordinate, and execute contracts and grants, oversee the Secretariat budget, and coordinate financial reports to funders.
Contracts, Grants, and Reporting (40%):
- Draft and perform review of contracts, provide technical assistance and guidance regarding business services and agreements, and guide Secretariat members through the approval process for contracts and grants.
- Track the payment process, including extensions and close-outs, of all FP2020 contracts, liaising closely with Secretariat leads for decision-making and contractor oversight.
- Investigate, negotiate, and resolve issues associated with contracts, agreements, and grants in coordination with Secretariat members, UNF staff, grantees, and consultants.
- Support the execution of grant awards and ensure post-award compliance for the RRM.
- Manage the drafting and coordination of financial and narrative reports for Secretariat grants funded by partners, including quarterly and annual reports to DFID and BMGF.
- Mange the drafting of budgets for proposals and prepare accurate financial statements and reports for FP2020 Secretariat donors.
- Manage and oversee the partner reimbursement and per diem process working closely with Secretariat Coordinators.
Budgets (50%):
- Work with Secretariat leadership and BSBR to develop and monitor FP2020’s annual financial budget, ensuring correct allocations of revenue and expenses across the Secretariat.
- Manage the Secretariat’s budgets and expenditures, preparing monthly budget to reflect actual reports.
- Perform variance analysis to identify and resolve budget issues. Elevate results, including identification of variances, areas for decision-making, and proposed courses of action, to the Executive Director, additional Secretariat leadership, and/or BSBR colleagues.
- Prepare accurate forecast models for individual teams and projects to help project cash flow needs and identify priorities.
- Work with Secretariat team members and BSBR to identify appropriate financial and accounting coding for donor funds, invoices and expenses, and grants.
- Run “what if” projections of different budget scenarios.
- Use a working knowledge of Financial Edge, Raisers’ Edge (financial), and GIFTS for Windows to extract information and prepare reports and analysis.
- Provide training and support, as necessary, to Secretariat members to understand the budgeting model, process, and work products. Ensure appropriate documentation to facilitate understanding.
- Develop high-level funding briefs and other project briefing documents for FP2020 senior leadership, as needed.
- Maintain appropriate working paper and file documentation for all work products.
- Responsible for timely entry (within 48 hours) of partner contact and activity information into Salesforce and/or other budget management systems/processes.
- Respond to ad hoc requests for budget and expenditure information and analysis.

Selection Criteria
- 3-5 years of professional experience, preferably in project management, budget development, and contract/grant management role(s).
- Strong financial and writing skills.
- Knowledge of and experience with MS Office Suite (Word, Excel, Outlook, PowerPoint, Access). Strong Excel skills required.
- Knowledge of the GIFTS, SalesForce, and/or Raiser’s Edge database programs.
- Experience in international affairs and development and/or knowledge of the international nonprofit sector is desirable.
- Interest, knowledge or experience in women’s human rights, public health, international affairs, or closely related international development field.
- Strong attention to detail and demonstrated excellence working in a fast-paced environment.
- Strong professional interpersonal skills and diplomacy.
- Ability to work independently as well as member of a team.
- Ability to meet regular attendance/tardiness policy.
