This position supports the work of the Y, a leading nonprofit committed to strengthening community through youth development, healthy living and social responsibility. This position reports to the CHRO. The Payroll, Benefits & HRIS Manager is responsible for the development and implementation of association-wide payroll, benefits and HRIS strategy that motivates, attracts and retains employees.   The Payroll, Benefits and HRIS Manager will provide solid analytical, technical, administrative and customer service support association-wide to ensure accurate processing, timely crisis resolution, report creation, sustainable practices and regulatory compliance within our pay and benefit programs. Will collaborate with all areas of HR and other business stakeholders to improve transactional processes for optimal employee experience.

Areas of Responsibility: 
  • Plans, coordinates and manages the functions of the payroll department, assisting with the development of overall payroll procedures by recommending improvements or changes when deemed necessary for greater efficiency
  • Responsible for maintaining the payroll and HRIS records and compiling reports from database.
  • Leads various projects, initiatives and conducts analyses as requested including development of other rewards programs, appropriate cost impacts and other analysis.
  • Drives the benefits strategy for the Association ensuring the effective delivery of total benefit offerings that aid in retaining full and part time employees for the YMCA of Greater Cleveland
  • Surveys industry and/or community to determine company's competitive position in employee benefits, develops cost control procedures to assure maximum coverage at the least possible cost to company and employee
  • Primary contact for all health and welfare plan administration. Serve as the subject matter expert regarding the Affordable Care Act (ACA) provisions.
  • Responsible for analyzing and directing all functional related activities within the scope of HRIS. Manage HRIS system, create and provide ongoing update to procedural guides
  • Promote proactive approaches using the HRMS to solve business needs/problems while also enhancing the understanding and acceptance of the HRMS capabilities, prepare and maintains standard and ad hoc reports, queries, and conduct appropriate audits to ensure data integrity.
  • Use data and metrics (e.g., number of leaves, types of leaves, cost impact, etc.) to identify trends across employee populations and provide insights to others within HR on a regular basis. Lead efforts to address areas of opportunity.
  • Drive value by designing and conducting training programs, documenting processes, enhancing HR's reporting capabilities, identifying areas for improvement through technical solutions, optimizing business processes and analyzing and interpreting data to assist management with decision making, policy formulation and strategy.
  • Assists in evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
Educational Background: 
Bachelor's Degree in Related Field Required.
Skills/Experience: 
  • Experience processing payroll for 1000+ employees using third party administrator
  • Minimum of five years of solid Human Resources experience with a concentration in benefits, payroll, HRIS.
  • Working knowledge of ERISA, FLSA, Affordable Care Act, and IRS.
  • Certified Payroll Professional (CPP) designation highly desirable.
  • Professional Human Resource (PHR) or Senior Professional Human Resource (SPHR) certification preferred.
  • Excellent time management, customer service, attention to detail and organizational skills.
  • Ability to multitask and handle high volume of work.
  • Maintain confidentially and respect for all individuals as well as sensitive human resources information in the association.
  • Ability to grasp a strong understanding of the association, its mission and services offered throughout the community.
  • Strong computer skills including Microsoft Office suite with excellent Excel skills, experience with comparable payroll/HRIS system preference for ADP, Kronos, or Ceridian.
  • Expert knowledge of DOL state, local, and government payroll regulations to include those associated with garnishments, deductions, and taxes.
  • Have excellent written and oral communication skills and strong interpersonal skills to be able to interact with all levels of organization, including professionals, senior management, part-time employees and volunteers.
  • Ability to perform work with a high degree of accuracy and organization.
  • Management skills and strong business acumen, including problem solving, ability to manage multiple programs and meet deadlines, collaboration, leadership, decision making and ability to analyze diverse facts and develop clear and concise reports and recommendations.
  • Ability to perform with considerable independence and initiative.
Compensation/Benefits: 

$55,000.00 - $65,000.00
